CLASSIFICATION TITLE:
Sewer Operations Manager

PURPOSE OF CLASSIFICATION

The objective of this role is to oversee the management of the Sewer Division within the Public Works Department, ensuring efficient operations, staff coordination, and resource allocation.


ESSENTIAL FUNCTIONS

Supervises, directs, and assesses the performance of assigned personnel, oversees the work of subordinate supervisors, and addresses employee concerns and issues while providing guidance or disciplinary actions as necessary.

Ensures that sewer systems, facilities, and operations adhere to established operational protocols, safety regulations, quality benchmarks, and relevant city, state, and federal guidelines.

Formulates and executes operational strategies, organizes and delegates tasks, evaluates division performance, and identifies necessary policy or procedural modifications to enhance operational efficiency.

Prepares recommendations for the division's operational and capital improvement budgets, monitoring expenditures against approved budgets.

Manages allocated resources, oversees the utilization of materials, equipment, and supplies, processes requisitions, and authorizes purchases of necessary equipment and services while applying appropriate charge codes to invoices.

Addresses inquiries, complaints, and concerns raised by staff, the public, customers, contractors, city officials, and other stakeholders; engages in communication with staff, contractors, and both internal and external customers regarding sewer operations and services.

Reports sewer incidents to relevant state agencies and external organizations as mandated; keeps superiors informed of potential issues or challenges.

Responds to emergency situations outside of regular hours and maintains an on-call status as required.

Prepares and reviews administrative documents, operational reports, vehicle maintenance records, budget information, and other program-related documentation, submitting them to the director and other city officials as needed.

Oversees preventive maintenance and repair initiatives for facilities, equipment, and vehicles, establishing maintenance schedules for equipment.

Completes various forms, reports, work orders, inventory records, time sheets, monthly reports, budget documents, invoices, performance evaluations, and other work activity documentation, ensuring proper retention or filing as appropriate.

Receives and processes various forms, reports, work orders, laboratory records, production reports, maintenance logs, equipment specifications, and other documentation, ensuring appropriate handling.

Communicates with supervisors, city officials, employees, vendors, and the public to coordinate work activities, review progress, exchange information, or resolve issues.

Maintains awareness of emerging trends and advancements in the field, engaging in professional literature, workshops, and training sessions as appropriate.

Utilizes a personal computer, pickup truck, general office equipment, or other necessary tools to fulfill essential functions, including the use of word processing, spreadsheet, database, or other software systems.

Additional Functions
Assists other departments as needed.
Performs other related duties as required and assigned.
Minimum Qualifications

Bachelor's degree in construction management, business administration, civil engineering, or a related field; supplemented by five (5) years of progressively responsible experience in sewer maintenance and construction, or an Associate's degree with ten (10) years of progressively responsible experience in sewer maintenance and construction, or a High School Diploma/GED with fifteen (15) years of progressively responsible experience in sewer maintenance and construction.

Two (2) years of supervisory experience is required.

Must possess and maintain a valid driver's license and a Collection System Operators License - Level B, with the ability to successfully obtain a Collection System Operators License - Level A within one year of hire.
