Position: Lead Family Services Specialist - Stage 1 Case Management

Role Summary:

We are looking for a Lead Family Services Specialist to support the supervisor and manager in implementing programs and services available to eligible families under California's subsidized child care initiatives. In this pivotal role, you will assess eligibility, manage enrollment, and facilitate the initial certification of families qualified for subsidized childcare. You will also oversee cases for program adherence and conduct quality assurance evaluations of client records, while assisting supervisors in identifying workflows and processes for enhancement and efficiency. All responsibilities are executed in alignment with contractual obligations and comply with agency, state, and federal program standards.


Qualifications and Skills Required:
  • Bachelor's degree in Science or Arts from an accredited institution or equivalent experience. Relevant work experience in case management, human services, client/vendor management, or child development may substitute for formal education.
  • A minimum of two to three years of experience working with families receiving subsidized childcare or similar social support services. Previous supervisory experience is preferred.
  • Familiarity with County, State, and Federal provider contract requirements for Alternative Payment and Child Care Subsidy Programs. Proficiency with GEARS and similar systems is essential.
  • Ability to exercise independent judgment and discretion in analyzing facts and circumstances, determining appropriate actions within standard practices. This role requires a broad understanding of contract funding terms and CSI policies and procedures.
  • Exceptional communication and customer relations skills are required. Strong analytical and problem-solving abilities are essential. Attention to detail and the ability to produce work in a timely manner are crucial. Flexibility and the capacity to multitask in a collaborative team environment with a positive attitude are necessary. Strong leadership skills and the ability to engage with diverse groups and all levels of management are vital.

Key Responsibilities:
  1. Assess eligibility, manage family enrollment, and complete the initial certification of families qualified for subsidized childcare within specified timeframes.
  2. Monitor cases for program compliance, ensuring documentation is accurate, appropriate, and complete. Authorize families for childcare services in accordance with agency policies within established timelines.
  3. Conduct quality assurance evaluations of client records.
  4. Assist the Supervisor in formatting, researching, and reconciling exception reports.
  5. Support the Supervisor in identifying workflows and processes for improvement, and contribute to creating solutions to enhance efficiency and service quality.
  6. Research and document complaints while monitoring solutions.
  7. Take a leadership role in special projects; organize activities and track progress.
  8. Provide backup support to staff as needed and assist management in staff development, workflow improvement, team performance, and goal achievement.
  9. Investigate and assist in resolving complex cases; manage Appeals and State Hearings.
  10. Contribute to curriculum development for ongoing Program Staff Training and assist in training new and existing staff on updated policies and procedures.
  11. Act as a liaison between parents, providers, government agencies, and CSI, or between parents/providers and other internal departments within CSI.
  12. Assist in developing policies and procedures to meet state and federal program requirements by providing valuable input.
  13. Review cases for discrepancies that may indicate potential fraud.
  14. Participate in work groups, committees, and ad hoc groups.
  15. Meet assigned performance standards for the respective unit and/or department.
  16. Perform additional duties as assigned by the Supervisor.
