Position Summary & Responsibilities

Position Overview:

The State of Kansas is seeking a Financial Compliance Assistant to join our Bureau of Waste Management. This role is hybrid and involves supporting the review of financial documents submitted by solid waste facilities. As a Financial Compliance Assistant, your responsibilities will include collecting disposal data and tonnage fees, as well as conducting audits of facilities that are liable for tonnage fees. The ideal candidate will demonstrate strong analytical and problem-solving abilities, possess meticulous attention to detail, and communicate effectively with facility owners and their staff. Key Responsibilities:

  • Assist the bureau Auditor with the following tasks for solid waste facilities:
    • Review documents required for permit applications and annual filings to ensure compliance with state laws regarding financial assurance for closure and corrective actions.
    • Engage with permittees and financial assurance providers regarding document formats and compliance issues.
    • Support the Auditor in maintaining both physical and electronic files of financial assurance documents and correspondence.
    • Help maintain data files for historical financial assurance filings for statistical analysis and due date tracking.
    • Communicate with permittees about due dates and compliance.
    • Update files of financial instrument providers to assess risk concentrations.
    • Assist in evaluating the suitability of financial assurance providers.
    • Collaborate with solid waste permit managers to ensure financial assurance documents meet approved closure cost estimates.
    • Serve as a backup for background investigations of solid waste facilities.
    • Support financial assurance reviews and background investigations for hazardous waste facilities.
  • Administer the Kansas solid waste tonnage reporting and fee payment program:
    • Distribute reminders and forms to solid waste facilities for monthly, quarterly, and annual reporting.
    • Verify and enter tonnage and fee payment data, following up with facilities that have not submitted reports or payments.
    • Track deposits and assist the Auditor in reconciling payments and resolving discrepancies.
    • Prepare and maintain various statistical, financial, and special reports, including monthly reports for the Bureau Director.
    • Interpret solid waste statutes and regulations to ensure compliance with reporting and payment requirements.
    • Draft correspondence to facilities that are not in compliance.
    • Assist in drafting and reviewing technical guidance documents regarding tonnage reporting and fee payments.

Qualifications:

  • Education: High School diploma or GED.
  • Licensing & Certification: Valid Driver's License is required for operating state vehicles.
  • Minimum Qualifications: One year of experience in professional accounting or auditing work. Relevant education may substitute for experience as determined by the agency.
  • Preferred Qualifications: Bachelor's degree in accounting or business administration; three years of experience in professional accounting or auditing; strong aptitude for financial analysis; familiarity with legal terms related to financial instruments; proficiency in data entry and retrieval; attention to detail; and experience with MS Office applications.
