Position Overview:
This role will function as the Senior Manager for Program Scheduling within the SAS Segment of Space Systems.

The individual will be tasked with orchestrating surge assistance to Tier One Programs, which includes direct involvement in tool implementations, significant replanning efforts, formal internal reprogramming, Baseline Review support, and providing subject matter expertise for Cost and Schedule Integration along with Earned Value Management support.

Key responsibilities encompass overseeing team members who contribute to the formulation and upkeep of intricate program schedules, which involve resource allocation and Earned Value Analysis.

The selected candidate will play a pivotal role in shaping the format, tools, and tracking/reporting methodologies as the organization enhances its Program Planning and Scheduling processes for standardization and comprehensive resource management.

This position also aids programs in crafting plans and synthesizing inputs from all initiatives. Qualified individuals will collaborate with all components of the program team to deliver focused Program Planning surge support.

Ensures that major projects and program schedules are synchronized across various functional groups within the organization, including finance, engineering, materials, manufacturing, and quality.

Monitors plans and schedules, conducts risk assessments, and identifies and resolves critical path and network logic discrepancies.

Employs Gantt charts, Critical Path Method, Driving Path analysis, variance metrics, milestone charts, earned value management, and other project management techniques to assess progress and pinpoint performance variances, facilitating targeted interventions in critical areas.

Ensures adherence to internal program protocols and project control system guidelines as per DECM metrics. May lead or take part in scheduling status evaluations.

Core Responsibilities:
Accountable for managing and offering guidance, mentorship, and training to planning/scheduling personnel.
Develop integrated master schedules utilizing IMP, SOW, and WBS.
Create and monitor plans and schedules, perform risk assessments, and identify and rectify critical path and network logic conflicts.

Possess a working knowledge of the Planning & Scheduling Excellence Guide (PASEG), Version 40, EVMS Standard (EIA 748-D), Integrated Product and Process Development (IPPD), and Integrated Program Management Report (IPMR) is highly desirable.

Ability to conduct Critical Path Analysis, Schedule Risk Analysis, and Schedule Metric Analysis such as BEI, CPLI, SPI, etc.

Experience with integrating subcontractor schedules.
Senior professional with robust knowledge of the job area and extensive understanding of project management.
Manage complex projects or processes with general oversight.
Typically responsible for providing guidance, coaching, and training to other employees.
Communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures.
Make/recommend substantial improvements to systems and processes.
Contribute to the achievement of departmental goals and operational plans with a direct impact on departmental outcomes.

Conduct regular analyses of program schedules to assess program and enterprise-wide resource requirements through the integration of all program schedules, including metrics on schedule status, critical path analysis, schedule variance analysis, network logic validation, and program baseline maintenance, including support for Earned Value Management performance metrics.

Utilize Gantt charts, PERT, milestone charts, earned value management, and other project management techniques to evaluate progress and identify performance variances, facilitating focus and intervention on critical areas.

Prepare, develop, and coordinate integrated master plans and integrated master schedules (IMP/IMS) using MS Project, Excel, and PowerPoint.

Ensure that projects and program schedules are integrated across company functional groups, including finance, engineering, materials, manufacturing, and quality.

Ensure compliance with internal program procedures and project control system guidelines.
Work involves making significant enhancements to processes, systems, solutions, or products to improve job area performance.

Provide measurable input on new products, processes, or standards in operational plans that will impact the achievement of overall functional results.

Communicate within and outside of own function or business area and is responsible for engaging with external parties (e.g., customers, vendors, etc.) when necessary.

Explain, interpret, and gain cooperation on policies, procedures, and practices.
Contribute to the establishment of departmental goals and planning efforts (budgets, operational plans, etc.).
Develop short-term operational plans with measurable contributions to function or business area results.
Conduct thorough investigations to understand the root causes of issues. Problems may span a wide range of challenging and unique issues across the function and/or business area.
Develop new concepts or standards.

Lead scheduling status reviews and conduct briefings with senior leadership, requiring the ability to communicate critical matters to the function or business area.

Work to influence others to accept individual or team perspectives or practices and changes to concepts, practices, and approaches.
Participate in schedule training, engineering, and program excellence organizations.
Work to achieve operational targets within the job area, impacting departmental results.

Qualifications:


Bachelor's Degree with a minimum of 12 years of prior related experience; Or, Graduate Degree with a minimum of 10 years of prior related experience; Or, in lieu of a degree, a minimum of 16 years of prior related experience.

Experience with DoD projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment.
1-3 years of leadership and management experience.
Experience leading planning & scheduling efforts for large, high-visibility Government projects.

Experience in creating and/or maintaining an Integrated Master Schedule (IMS) and any Supporting Schedules on assigned projects/programs; creating and presenting project-level reports, presentations, and deliverables that reflect risk and status to program management and senior management relating to the IMS is required.

Monte Carlo Risk Analysis (Schedule Risk Analysis).

Preferred Additional Skills:
Additional prior functional/IPT lead experiences (e.g., Supply Chain Management, Materials, Finance, etc.).
Experience working cross-functionally and the ability to effectively communicate to accomplish the strategic vision of the Program Management Excellence Organization (PMEO).
Working knowledge of Space and Airborne Systems programs.
Previous Deltek Open Plan experience is strongly desired.
Structured Solutions - SSI tools management.
Program Management and Coordination experience, SDLC (Systems Development Life Cycle) process.
Critical thinking and problem-solving skills, attention to detail, and quality of product deliverables.
Expertise in implementing Earned Value Management Systems (EVMS).
