Senior Systems Engineering Lead – Cyber Operations (Active TS/SCI Clearance Required)

Job Overview:


As a Senior Systems Engineering Lead specializing in Cyber Operations, you will spearhead and contribute to the design, implementation, testing, and troubleshooting of cyber applications.

Your role will involve assessing development and commercial off-the-shelf (COTS) products and services to uncover security vulnerabilities and areas for enhancement, utilizing methodologies that reflect those employed by advanced adversaries.

Possessing a deep understanding of computer architecture protocols, stacks, and key COTS components, you will collaborate with a dynamic team of hardware and software engineers to formulate and refine both offensive and defensive cyber capabilities.

Engagement with program stakeholders will be crucial as you devise strategic approaches to fulfill their requirements.
Key Responsibilities:
The ideal candidate will be capable of executing the following tasks with minimal supervision:

1. Direct experience in Department of Defense (DoD) and Intelligence Community (IC) offensive cyber operations, encompassing full lifecycle program development and operational environments.
2. Extensive knowledge of DoD and IC offensive cyber missions, understanding the operational dynamics of various customer segments.
3. Foster robust relationships with offensive cyber organizations and key personnel.
4. Lead technical execution for offensive cyber initiatives, guiding multidisciplinary teams in developing requirements, concepts of operations (CONOPs), interface control documents (ICDs), and more, while ensuring integration with other contractors and direct customer engagement.
5. Oversee program management aspects for offensive cyber initiatives, including customer relationship management, requirements control, scheduling, budgeting, and operational evaluation events.
6. Serve as the Cyber Area Lead, establishing development standards and best practices, while supporting talent acquisition and business development efforts.
7. Collaborate with senior program managers and clients to define embedded security strategies.
8. Conduct trade studies to determine the most cost-effective solutions to meet requirements.
9. Develop internal requirements, CONOPs, and interface control documents based on customer and product specifications.
10. Support comprehensive program development phases, including concept, design, fabrication, production, testing, installation, operations, maintenance, and decommissioning.
11. Provide technical leadership during internal and external gate reviews, such as technical baseline and design reviews.

Qualifications:
A Bachelor's Degree with a minimum of 9 years of relevant experience, or a Graduate Degree with at least 7 years of related experience. Alternatively, a minimum of 13 years of relevant experience may substitute for a degree.

Current TS/SCI Security Clearance is mandatory.

Experience in Offensive Cyber Operations is essential.

Preferred Skills:
A solid technical foundation with proven experience in development engineering teams and direct customer engagement.

Demonstrated experience in subcontract technical management.

Knowledge of security measures for virtualization platforms and techniques.
