About the Role:

V2X is seeking a highly skilled Spectrum Manager to provide on-site support for the procurement, assignment, and protection of radio frequencies for legacy and emerging spectrum-dependent systems in support of the Naval Air Station (NAS) Patuxent River.

Key Responsibilities:

  • Frequency Proposal and Assignment: Generate, submit, and track frequency proposals and assignments for Navy Radar and Communication systems through Spectrum XXI.
  • Spectrum Certification and Planning: Review spectrum certifications DD-1494 and spectrum planning subcommittee documentation, draft and submit note-to-holders.
  • Host Nation Supportability: Review and coordinate host nation supportability requirements and provide input to spectrum supportability risk assessments (SSRA).
  • Frequency Assignment Maintenance: Perform 5-year reviews of frequency assignments, monitor existing Radar Area / Band Assignments, and submit requests through fleet NMCSO offices.
  • Spectrum Analysis and Evaluation: Evaluate and analyze Table of Frequency Allocations, channel plans, and planned changes to the Radio Regulations to consider the potential impact to Department of the Navy communications systems.
  • Experimental Frequency Proposals: Support experimental frequency proposals for Navy system testing in at Patuxent River NAS and other remote locations as required.
  • International Coordination: Coordinate with appropriate federal, non-federal, military, and other officials of the US and foreign countries to carry out the above actions.
  • Spectrum Database Navigation: Navigate multiple spectrum and frequency allocation databases to find information on systems of interest and apply this information to various platforms.
  • Spectrum Support Document Preparation: Prepare, research, or draft Spectrum Support documents, requiring a well-versed knowledge of Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID/Stepstone familiarization, and SSRAs.

Requirements:

  • Education and Experience: Bachelor's Degree preferred, equivalent experience can be justified by field experience and possessing IT2301 Navy Enlisted Classification Code (NEC) for graduation from Military Spectrum Management School.
  • Spectrum Management Knowledge: Must have a well-versed knowledge of Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID / Stepstone familiarization, and SSRAs.
  • DoD and Service-Specific Spectrum Regulatory Processes: Knowledge of DoD and Service-specific spectrum regulatory processes.
  • National and International Spectrum Tables of Allocations: Knowledge of national and international spectrum tables of allocations.
  • National, DoD Spectrum Certification, and Frequency Assignment Processes: Practical demonstrated experience and knowledge of national, DoD spectrum certification, and frequency assignment processes.
  • Spectrum Management Tools and Databases: Expert knowledge of spectrum management tools and databases.
  • Spectrum Reallocation and Spectrum Sharing: Knowledge of spectrum reallocation and spectrum sharing.

Desired Experience:

  • Developing Spectrum Certification: Experience in developing spectrum certification following the NTIA Manual of Regulations, preferably for airborne platforms to include radars, communications systems (terrestrial and space), and EW systems.
  • Systems Utilizing the 960-1215MHz Frequency Band: Knowledge of systems utilizing the 960-1215MHz frequency band to include IFF interrogators, transponders, and test sets, TCAS and transponders, familiarity with the AIMS PO and the associated requirements.
  • NATOPS and Flight Rules and Procedures: Understanding of NATOPS and flight rules and procedures.

Clearance Requirement:

  • Active US DoD Secret Level Security Clearance: Active US DoD Secret Level Security Clearance.
