We are seeking an RF Engineer to deliver expertise at the Naval Air Station (NAS) Patuxent River. The selected candidate will facilitate acquisition initiatives by guiding them through the equipment spectrum certification process, which is essential for the lawful operation of spectrum-dependent systems. This includes the preparation of Spectrum Supportability Risk Assessments (SSRA), the creation of equipment spectrum certification packages utilizing NTIA software tools such as EL-CID online, collaboration with the Navy Marine Corps Spectrum Center (NMSC), and assistance in the spectrum assignment process.


Key Responsibilities

Primary Duties:

  • Conduct and document Spectrum Supportability Risk Assessments (SSRA) for Department of Defense (DoD) acquisition programs at various development phases.
  • Utilize multiple spectrum and frequency allocation databases to gather information on relevant systems and apply findings to various platforms.
  • Analyze and assess spectrum-dependent system and equipment characteristics alongside performance metrics.
  • Evaluate the intended use of equipment to ensure compliance with applicable spectrum standards as outlined in the NTIA Manual. Prepare spectrum certification requests for review and submission to the NMSC and/or MC4EB.
Qualifications
  • Education:
    • Bachelor's degree in Electrical Engineering, Physics, or a related STEM field.
  • Clearance Requirement:
    • Active US DoD SECRET Security Clearance.
  • Experience:
    • Proven experience in RF engineering related to DoD spectrum-dependent systems or in Navy/Joint Operational Spectrum Management and National Administrative Spectrum Management processes.
    • Familiarity with EMI, EMC criteria, or other engineering standards for operational spectrum coordination and compatibility assessments.
    • Hands-on experience with communications, combat systems, electronic warfare systems, navigation aids, and other spectrum-dependent systems, including the ability to perform analytical evaluations of RF compatibility and develop frequency plans.
    • Experience in conducting spectrum EMI/EMC evaluations, performing engineering analyses to identify and resolve spectrum EMI issues, and implementing operational systems within the DoD.
    • Expertise in developing and updating spectrum documentation, operational publications, position papers, white papers, and briefings related to spectrum usage.
  • Specific Experience:
    • Minimum of 3 years in the following areas:
      • Testing, modeling, or evaluating Spectrum Dependent Systems.
      • RF System Capabilities Analysis.
      • Systems Integration.
      • Spectrum Policy.
      • General RF and electronic technology experience.
      • EMI, EMC, RF Engineering, or Spectrum Management.
  • Desired Experience:
    • Experience in developing spectrum certification in accordance with the NTIA Manual of Regulations, preferably for airborne platforms including radars and communications systems.
    • Knowledge of systems operating in the MHz frequency band, including IFF interrogators and transponders.
  • Skills:
    • Expertise in Equipment Spectrum Certification and National Spectrum Policies.
    • Proficient in RF analysis and report development, with a strong understanding of current DoD spectrum-related systems and compliance with national standards.
    • Familiarity with EL-CID, EL-CID Online, HNSWDO, GEMSIS, and Spectrum SXXI.
