We are seeking an RF Engineer to join our team at the Naval Air Station (NAS) Patuxent River. The selected candidate will play a crucial role in supporting acquisition initiatives by facilitating the equipment spectrum certification process, which is essential for the lawful operation of spectrum-dependent systems. This includes the creation of Spectrum Supportability Risk Assessments (SSRA), the development of certification packages utilizing NTIA software tools such as EL-CID online, collaboration with the Navy Marine Corps Spectrum Center (NMSC), and assisting in the spectrum assignment process.


Key Responsibilities

Primary Duties:

  • Conduct and document Spectrum Supportability Risk Assessments (SSRA) for various stages of Department of Defense (DoD) acquisition programs.
  • Utilize multiple spectrum and frequency allocation databases to gather relevant information on systems and apply findings to different platforms.
  • Analyze and assess the characteristics and performance criteria of spectrum-dependent systems and equipment.
  • Evaluate the intended use of equipment to ensure compliance with applicable spectrum standards as outlined in the NTIA Manual. Prepare spectrum certification requests for review and submission to the appropriate authorities.
Qualifications
  • Education:
    • Bachelor's degree in Electrical Engineering, Physics, or a related STEM field.
  • Clearance Requirement:
    • Possession of an active US DoD SECRET Security Clearance.
  • Experience:
    • Proven experience in RF engineering related to DoD spectrum-dependent systems or in Navy/Joint Operational Spectrum Management.
    • Knowledge of EMI, EMC criteria, and their application in operational spectrum coordination and compatibility assessments.
    • Experience in evaluating communications, combat systems, electronic warfare systems, and navigation aids, with a focus on RF compatibility and frequency planning.
    • Background in conducting spectrum EMI/EMC evaluations and engineering analyses to identify and resolve spectrum-related issues.
    • Experience in preparing and updating spectrum documentation, operational publications, and briefings related to spectrum management.
  • Specific Experience:
    • Minimum of 3 years in areas such as:
      • Testing and evaluating Spectrum Dependent Systems.
      • RF System Capabilities Analysis.
      • Systems Integration.
      • Spectrum Policy.
      • General RF and electronic technology experience.
      • EMI, EMC, RF Engineering, or Spectrum Management.
  • Desired Experience:
    • Experience in developing spectrum certification in accordance with the NTIA Manual of Regulations, particularly for airborne platforms.
    • Familiarity with systems operating in the MHz frequency band, including IFF interrogators and transponders.
  • Skills:
    • Expertise in Equipment Spectrum Certification and National Spectrum Policies.
    • Proficient in RF analysis and report generation, with a strong understanding of compliance with national spectrum standards.
    • Familiarity with EL-CID, EL-CID Online, HNSWDO, GEMSIS, and Spectrum SXXI.
