We are seeking an RF Engineer to contribute to operations at the Naval Air Station (NAS) Patuxent River. The selected candidate will assist acquisition initiatives in navigating the equipment spectrum certification process, ensuring compliance for the legal operation of spectrum-dependent systems. Responsibilities include creating Spectrum Supportability Risk Assessments (SSRA), developing certification packages utilizing NTIA software tools such as EL-CID online, collaborating with the Navy Marine Corps Spectrum Center (NMSC), securing J/F 12's, and aiding in the spectrum assignment process.


Key Responsibilities

Primary Duties:

  • Conduct and document Spectrum Supportability Risk Assessments (SSRA) for Department of Defense (DoD) acquisition programs at various developmental phases.
  • Utilize multiple spectrum and frequency allocation databases to gather information on relevant systems and apply findings to diverse platforms.
  • Analyze and assess the characteristics and performance criteria of spectrum-dependent systems and equipment.
  • Evaluate the intended application of equipment to ensure compliance with applicable spectrum standards as outlined in the NTIA Manual. Prepare and submit spectrum certification requests to NMSC for review and forwarding to NTIA and/or MC4EB.
Qualifications
  • Education:
    • Bachelor's degree in Electrical Engineering, Physics, or a related STEM field.
  • Security Clearance:
    • Active US DoD SECRET Security Clearance required.
  • Experience:
    • Proven experience in RF engineering related to DoD spectrum-dependent systems or in Navy/Joint Operational Spectrum Management and National Administrative Spectrum Management processes.
    • Familiarity with EMI, EMC criteria, or other engineering standards for operational spectrum coordination and compatibility assessments.
    • Hands-on experience with communications, combat systems, electronic warfare systems, navigation aids, and other spectrum-dependent technologies, with the capability to perform analytical evaluations of RF compatibility and devise frequency plans for operational use.
    • Experience in conducting spectrum EMI/EMC evaluations, performing engineering analyses to identify and resolve spectrum EMI issues, and implementing operational systems within the DoD.
    • Expertise in developing and updating spectrum documentation, operational publications, position papers, white papers, and briefings related to spectrum considerations.
  • Specific Experience:
    • Minimum of 3 years in the following areas:
      • Testing, modeling, or evaluating Spectrum Dependent Systems.
      • RF System Capabilities Analysis.
      • Systems Integration.
      • Spectrum Policy.
      • General RF and electronic technology experience.
      • EMI, EMC, RF Engineering, or Spectrum Management.
  • Preferred Experience:
    • Experience in developing spectrum certification in accordance with the NTIA Manual of Regulations, preferably for airborne platforms including radars and communications systems.
    • Knowledge of systems operating within the MHz frequency band, including IFF interrogators and transponders.
  • Skills:
    • Expertise in Equipment Spectrum Certification and related National Spectrum Policies.
    • Proficient in RF analysis and report development, with a solid understanding of current DoD spectrum-related systems and their compliance with national standards.
    • Familiarity with EL-CID, EL-CID Online, HNSWDO, GEMSIS, and Spectrum SXXI.
