Position Title: Human Resources Technician

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) serves as a Department of Defense entity, focusing on research, development, engineering, and fleet support for naval vessels and unmanned systems. The Human Resources Division at NSWCPD is tasked with providing essential HR services.

The HR Technician plays a vital role in supporting Labor and Employee Relations (LER), Staffing and Classification, Workforce Development, and Human Resources Policy, Planning, and Analysis.

Location: Philadelphia, PA

Security Clearance Level: Tier 3

Key Responsibilities
  • Deliver administrative support to the LER Branch, addressing employee relations, labor relations, awards, benefits, performance management, and wellness initiatives.
  • Assist in organizing Command Awards ceremonies and managing external awards programs.
  • Maintain and organize employee performance appraisals, generating reports using the My Performance tool and other relevant systems.
  • Support the telework initiative by tracking and managing telework agreements.
  • Establish and maintain Labor and Employee Relations case files related to the Workers' Compensation program.
  • Facilitate the onboarding process for new hires, including data entry in USA Staffing and conducting New Employee Orientation.
  • Provide administrative assistance to the recruitment coordinator during local career/job fairs.
  • Update and manage the Command's training resources, ensuring attendance tracking and nomination for leadership programs.
  • Monitor mandatory training compliance and assist the Academic Program Manager with course completion tracking.
  • Support training specialists with onboarding, material distribution, and course evaluation surveys.
  • Review HR laws, policies, and procedures, offering routine support to applicants, employees, HR Advisors, and Administrative Officers.
  • Maintain records of course completions and employee relations cases.
  • Utilize various systems for data entry and report generation, including DCPDS, My Performance Tool, TWMS, and others.
  • Summarize and analyze documents, maintaining official records in line with NSWCPD's records management policies.
  • Provide administrative support for audiovisual and communication needs related to HR programs.
  • Document processes, facilitate meetings, capture metrics, and coordinate activities across various organizations.
  • Review HR forms and applications, track HR action requests, and prepare correspondence and reports.
  • Assist in managing supply requests and coordinate with acquisition points of contact.
Qualifications
  • High School Diploma or GED required.
  • A minimum of 3 years of demonstrable HR experience, with exposure to Labor and Employee Relations, Staffing and Classification, and Workforce Development.
  • Familiarity with Government regulations and policies under Title 5, United States Code.
  • Proficient in Microsoft Office Suite.
  • Ability to work independently with minimal supervision.
  • Must be a U.S. Citizen.
