We are currently seeking qualified candidates for the position of Human Resources Technician within the Naval Surface Warfare Center Philadelphia Division (NSWCPD), a Department of Defense entity dedicated to engineering and fleet support for naval vessels.

The HR Technician plays a vital role in supporting various HR functions, including Labor and Employee Relations (LER), Staffing and Classification, and Workforce Development.

Key Responsibilities:

  • Provide comprehensive administrative support to the LER Branch, focusing on employee relations, labor relations, awards, benefits, and performance management.
  • Assist in organizing Command Awards ceremonies and managing external awards programs.
  • Maintain and file employee performance appraisals, generating necessary reports using performance management systems.
  • Support the telework initiative by tracking agreements and managing related documentation.
  • Organize and maintain Labor and Employee Relations case files pertinent to the Workers' Compensation program.
  • Facilitate the onboarding process for new hires, including data entry and conducting orientations.
  • Assist in the recruitment process by uploading resumes and providing support at career fairs.
  • Manage training tools and assist in tracking attendance for various training programs.
  • Monitor mandatory training compliance and support the Academic Program Manager in tracking course completions.
  • Review HR laws and policies, providing informational support to applicants and employees.
  • Utilize various HR systems for data entry and report generation, ensuring accurate record-keeping.
  • Summarize and analyze documents, maintaining official records in accordance with organizational policies.
  • Provide administrative support for audio-visual and communication needs related to HR programs.
  • Document processes and assist in meeting facilitation, capturing metrics, and coordinating across organizations.
  • Review HR forms and applications, tracking action requests and drafting necessary correspondence.
  • Coordinate supply requests and assist in processing acquisition requests.

Qualifications:

  • High School Diploma or GED required.
  • A minimum of 3 years of demonstrable HR experience, with exposure to Labor and Employee Relations, Staffing, and Workforce Development.
  • Familiarity with Government regulations and policies under Title 5, United States Code.
  • Proficient in Microsoft Office Suite.
  • Ability to work independently with minimal supervision.
  • Must be a U.S. Citizen.
