Job Summary

We are seeking a highly skilled Contract Specialist IV to join our team at the Texas Department of Aging & Disability Services. As a key member of our Contract Accountability and Oversight Unit, you will provide advanced consultative and technical assistance to our program staff, contract management staff, and Local Intellectual Developmental Disability Authority (LIDDA) staff.

Key Responsibilities
  • Program Monitoring and Compliance: Conduct on-site and desk reviews to determine compliance with rules, laws, regulations, policies, and procedures. Review records, interview staff, individuals, and families, and analyze data to assess risk of contract and program non-compliance.
  • Corrective Action Plan Reviews: Coordinate and facilitate corrective action plan reviews to determine compliance with items of non-compliance discovered during annual program on-site reviews and desk reviews.
  • Desk Reviews and Analysis: Conduct desk reviews of LIDDA performance data to assess compliance with program and contract requirements.
  • Reporting and Communication: Prepare well-written reports of findings and present verbal summations of areas of non-compliance to LIDDA staff and stakeholders.
  • Knowledge and Skills: Maintain current knowledge of all rules and policies related to LIDDA program requirements and provide consultative services and technical assistance on a complex level to LIDDA staff and other stakeholders.
Requirements
  • Knowledge of Texas State System: Knowledge of the Texas state system for services and supports for persons with Intellectual and Developmental Disabilities (IDD).
  • Knowledge of Local Authority Roles: Knowledge of Local Authority (LA) roles and responsibilities and related state and federal laws, regulations, policies, rules, and requirements.
  • Program Planning and Evaluation: Knowledge of program planning, implementation, and evaluation.
  • Research and Analysis: Skill in researching and analyzing data.
  • Communication and Collaboration: Ability to prepare concise, accurate reports, memos, policies, and procedures, and communicate effectively both orally and in writing.
Working Environment

This position requires the ability to work collaboratively with diverse groups, establish and maintain effective working relationships, and work cooperatively in a team environment. The ideal candidate will have excellent communication and interpersonal skills, with the ability to work effectively with staff from LIDDAs and other external stakeholders.
