Position Overview:

The Financial Analyst for Capital Assets Management plays a crucial role in evaluating, reconciling, documenting, and generating financial records and reports related to capital funding, projects, and fixed assets.

Key Responsibilities:
  • Examine, document, and reconcile all capital assets and projects, including ongoing construction and associated financing.
  • Oversee the online Capital Project Request form and manage workflow approvals.
  • Review and authorize capital project requests, providing essential information to the Project Management Office.
  • Establish and oversee project activities in the financial management system, including relevant worktags and budgets.
  • Monitor capital and project budgets, communicating any variances or overages to management.
  • Collaborate with the Project Management Office to review purchase requisitions, change orders, and invoices to ensure accurate accounting.
  • Record depreciation for all capital assets and reconcile subsidiary ledgers with the general ledger.
  • Document, classify, and summarize financial transactions in accordance with established accounting principles.
  • Reconcile capital-related bank or general ledger accounts on a regular basis.
  • Manage all activities related to bond issuances and associated debt service accounts, including principal and interest payments.
  • Identify and resolve outstanding items on various reconciliations.
  • Prepare and finalize journal entries for various accounts.
  • Develop reports for submission to regulatory and funding agencies.
  • Assist in creating financial reports for the governing board.
  • Analyze financial accounts and reports for presentation to auditors.
  • Participate in assigned committees and panels as required.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
  • Familiarity with business management principles and practices.
  • Knowledge of capital asset accounting, cost estimation, and fiscal management principles.
  • Awareness of institutional policies and procedures.
  • Strong customer service orientation and ability to collaborate with various stakeholders.
  • Proficient in both oral and written communication.
  • Understanding of auditing standards and procedures.
  • Ability to prepare comprehensive financial reports.
  • Capacity to foster a cooperative work environment.
  • Skill in planning, organizing, and implementing complex recordkeeping systems.
  • Aptitude for managing multiple tasks and meeting deadlines in a dynamic financial environment.

Minimum Qualifications:
  • Bachelor's degree in accounting or a related field.
  • One year of experience in finance, accounting, or a closely related area.
  • Additional experience in accounting may substitute for required education on a year-for-year basis.

Preferred Qualifications:
  • Experience in governmental or higher education finance and accounting.
  • Familiarity with Workday ERP systems.
  • Experience in construction or capital asset accounting.
