Position Overview:
The Senior Accounting Analyst plays a pivotal role in overseeing the biweekly CalPERS reconciliation and reporting process. This position demands a comprehensive analysis of employee records and transactions, alongside a robust understanding of CalPERS regulations and guidelines.

The Senior Accounting Analyst is also tasked with providing leadership and direction to the CalPERS reconciliation and reporting team. Responsibilities include developing and implementing new processes, collaborating with various departments, representing the department in discussions with CalPERS representatives, resolving intricate reconciliation challenges, and preparing detailed reports for management.


Key Responsibilities:
  • Generate and analyze CalPERS reports to prepare biweekly ACH remittances.
  • Ensure compliance with CalPERS regulations by investigating discrepancies between employee earnings records and CalPERS data.
  • Collaborate with HRIS and CalPERS on payroll-related matters.
  • Process corrections and adjustments to employee earnings records.
  • Adjust employee CalPERS contributions and manage collection letters as necessary.
  • Reconcile payroll corrections with receivables for accurate reporting.
  • Verify that all contributions are correctly sent to CalPERS by reconciling payroll summaries with remittances.
  • Maintain up-to-date payroll records in accordance with CalPERS documentation.
  • Develop and implement new procedures to enhance the efficiency and accuracy of the reconciliation and reporting process.
  • Support the payroll department as required and perform additional duties as assigned by the Payroll Manager.

Selection Process:
This position is represented by the American Federation of State, County, and Municipal Employees (AFSCME). Applications will be screened to ensure minimum qualifications are met. Qualified applicants will be referred to the hiring department for further selection processes, which may include skills demonstrations, written examinations, and interviews.

The successful candidate must demonstrate reliability and dependability in their employment history, provide necessary documentation as required by law, pass a pre-employment medical examination including drug and alcohol screening, and undergo a background check.


Education Requirements:
A Bachelor's degree in business administration, accounting, economics, or a closely related field from an accredited institution is required. CPA certification is preferred.

Experience:
A minimum of three (3) years of full-time, professional-level experience in general accounting, financial reporting, or auditing is required.

Licenses and Certifications:
A valid Certified Public Accountant (CPA) certificate is preferred.

Knowledge and Skills:
  • Advanced principles and practices of accounting and financial reporting.
  • Understanding of laws and regulations governing financial administration in public agencies.
  • Financial and operational analysis principles.
  • Knowledge of project costing and asset capitalization.
  • Familiarity with federal, state, and local funding programs and guidelines.
  • Proficiency in organizing complex financial data using advanced Excel techniques.
  • Understanding of Government Accounting Standards Board (GASB) guidelines.

Skills Required:
  • Ability to perform complex financial analyses independently.
  • Strong communication skills for explaining policies and procedures.
  • Leadership capabilities to guide staff across various finance departments.
