Position Overview:
As a Program Management Supervisor, you will be responsible for the development, implementation, and execution of policies and strategies for the Community Liaison Services program, aimed at enhancing the agency's mission in pipeline safety.

Key Responsibilities:
1. Formulate and execute action plans that align with the agency's objectives.
2. Assess and refine strategies to meet program goals, identifying areas for enhancement and leading necessary adjustments.
3. Continuously monitor and report on various business lines, activities, and external factors affecting the Community Liaison Service Program.
4. Analyze and interpret data from pipeline safety studies to inform decision-making.
5. Provide strategic advice to senior management on energy supply impacts, environmental policies, and pipeline safety incidents.

Leadership and Supervision:
Oversee the work of subordinates, establishing both short-term and long-term priorities to ensure effective program delivery.

Collaboration:
The ideal candidate will collaborate closely with various offices within the agency, including Regional Directors and Public Affairs, to address inquiries, ensure compliance, and engage stakeholders effectively.

Program Mission:
The Community Liaison Services program is dedicated to raising awareness and fostering improvements in pipeline safety through proactive stakeholder engagement and the use of technology and data.

Responsibilities Include:
- Supervising Community Liaisons and managing risk-based pipeline safety initiatives.
- Building public trust through outreach and transparency.
- Supporting safety innovation through regional assistance and technical support.
- Cultivating organizational excellence through partnerships and staff development.
- Utilizing technology and data to assess and manage risks.

Conditions of Employment:
Applicants must be U.S. Citizens and meet specialized experience requirements. Required documentation must be submitted by the specified deadline.

Qualifications:
To qualify for this position, candidates must possess specialized experience equivalent to the GS-14 level, including:
- Proficiency in management techniques and organizational theories relevant to program management.
- Experience in evaluating pipeline safety activities and recommending strategic changes.
- Ability to establish effective communication with senior management and various stakeholders.

Knowledge, Skills, and Abilities:
Your qualifications will be assessed based on your leadership capabilities, technical competence, communication skills, and problem-solving abilities.

Additional Information:
This position may involve travel and may be eligible for telework arrangements, subject to agency policies.
