Position Title: Crisis Management Specialist

Position Summary: Responsible for providing Assessment and Evaluation services.

Key Responsibilities:
  • Design and develop a Training Support Package, course materials, and training resources tailored for Army Emergency Management courses, adapting FEMA guidelines to fit the specific requirements of Army Installations.
  • Conduct assessments of essential functions including Emergency Management (EM), Law Enforcement, Fire Emergency Services, Emergency Medical Services (EMS), Physical Security, and Public Affairs.
  • Evaluate All-Hazards Emergency Management exercises to validate protective capabilities.
  • Create customized assessment criteria that align with critical client-specific evaluations, ensuring government approval.
  • Examine protection and emergency management protocols, plans, and standard operating procedures against established emergency management directives, regulations, and policies.
  • Assess training programs and plans to confirm the ability to maintain essential operations during various hazards.
  • Evaluate how installations coordinate and support major activities to ensure the continuity of essential functions during incidents.
  • Review the coordination of emergency response and preparedness training, exercises, and support, including the management of emergency management programs during responses.
  • Deliver feedback through After-Action Reports (AAR) that identify strengths and areas for improvement observed during exercises, providing necessary information to validate EM plans and update training and equipment needs.
  • Offer subject matter expertise and technical guidance on the installation's capacity to Prevent, Protect, Mitigate, Respond to, and Recover (P2MR2) from both human-caused and natural events, supporting readiness and power projection activities related to disasters.
  • Develop a Master Scenario Events List (MSEL) that outlines a chronological timeline of expected actions and scripted events for exercise play.
  • Engage in meetings with internal staff and representatives from various agencies to monitor exercise program status, identify potential issues, and coordinate necessary actions to maintain program schedules.
  • Implement corrective actions for identified issues and manage both short- and long-term planning activities, including multi-year training/work plans derived from subordinate organizational projects.
Qualifications:
  • Secret security clearance is required.
  • Bachelor's degree in a related field is preferred but not mandatory.
  • Expertise in the Homeland Security Exercise and Evaluation Program (HSEEP) with a minimum of five years of experience in exercise assessment and evaluations.
  • Five years of military or civilian experience in evaluating exercises and multi-agency, multi-disciplinary, and multi-jurisdictional emergencies based on identified risks.
  • FEMA Train the Trainer certification and NIMS qualification are required.
  • Extensive knowledge of the National Incident Management System/Incident Command System (NIMS/ICS) courses and Incident Management System (IMS) course.
  • Experience in developing and applying innovative methods, approaches, and technologies.
