GENERAL OVERVIEW:
This role involves overseeing and guiding center personnel in collaboration with the Component Manager. The incumbent will ensure compliance with Head Start Performance Standards and adherence to all State Child Care regulations while following the policies and procedures of SCMCAA.

KEY RESPONSIBILITIES:

  • Oversee staff duties and activities, addressing any shortcomings.
  • Communicate concerns or deficiencies to Component Managers using designated forms.
  • Evaluate and monitor all requirements and documentation of the Head Start program and its components.

  • Prepare and submit necessary reports to the appropriate individuals by established deadlines.
  • Ensure all personnel meet performance expectations.
  • Supervise the delivery of essential services for children and families.
  • Engage in continuous evaluation of service quality.
  • Inspect facilities, grounds, equipment, and vehicles, rectifying any identified issues.
  • Assist in recruiting, interviewing, and orienting new staff, clarifying job expectations, and helping to create staff schedules.

  • Assign, oversee, and evaluate staff performance in collaboration with the Component Manager.
  • Listen to and address staff concerns.
  • Facilitate staff meetings to promote the exchange of ideas and information.
  • Participate in management meetings and communicate relevant information to center staff as necessary.
  • Keep administration updated on center activities and challenges.
  • Ensure parents and families are informed about center schedules, activities, and concerns.

  • Provide positive leadership and support to center staff, demonstrating cooperation and encouragement towards all management and administrative personnel.
  • Maintain regular attendance and keep staff and administration informed of whereabouts when not present.
  • Deliver quality service to Head Start families, addressing inquiries and resolving issues related to service delivery.
  • Attend parent committee meetings, special family events, and Policy Council meetings.
  • Encourage and support volunteer involvement.
  • Maintain collaboration with childcare providers, public schools, early childhood education institutions, local health departments, healthcare providers, and other community service organizations.

  • Ensure compliance with all transportation regulations, including route establishment, monitoring route lengths, overseeing transportation staff, and ensuring vehicle safety standards.

  • Understand the responsibilities of being a mandated reporter for Child Abuse and Neglect. Familiarize with the Child Abuse and Neglect Policy. Non-compliance with reporting procedures may lead to termination.

  • Perform additional duties as assigned by supervisors.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Possess or obtain a Child Development Associate credential (CDA).
  • Hold an A.A. degree in early childhood education or a related field.
  • Have experience in a Head Start or comparable Early Childhood program.
  • Demonstrate experience in supervising staff.
  • Exhibit experience in human services management, including program planning, operations, and evaluations.
  • Be proficient in using computers and management information systems.
  • Obtain a Missouri Chauffeurs License within 60 days of employment.
  • Complete an initial medical examination and TB assessment within 30 days of employment, with follow-ups every five years thereafter.
  • Pass background checks, child abuse/neglect screenings, drug screenings, and comply with random drug testing protocols.

ADDITIONAL REQUIREMENTS:

Personal Qualifications:
Emotional maturity, willingness to adhere to program standards, respect for children and adults, flexibility, patience, good personal hygiene, and physical and mental health that does not hinder responsibilities. Strong verbal communication skills and the ability to observe children effectively are essential. Ability to perform under pressure, including during emergencies.

WORKING CONDITIONS:
Potential exposure to blood, body fluids, or tissues. Risks associated with travel on highways, side streets, and rural roads during child transportation. Possible exposure to communicable diseases. Must be capable of lifting 55 pounds frequently, climbing into school buses, bending, kneeling, and squatting regularly. The job requires prolonged standing, as well as stooping, squatting, running, and sitting in child-sized chairs or on the floor.
