MAJOR FUNCTIONS

This role encompasses a professional and technical position within the Human Resources Department, supporting various administrative and customer service functions. Under the guidance of the Director of Human Resources and Risk Management, the incumbent will be responsible for the recruitment and training of personnel across all city departments. The primary focus will be on talent acquisition and the effective administration of the city's training initiatives. This position requires handling sensitive information and fostering relationships with a high degree of confidentiality and trust.

ESSENTIAL DUTIES

To excel in this role, the individual must effectively perform the following essential duties:
  • Manage the recruitment process, including the creation of recruitment materials and assisting applicants with their application submissions.
  • Act as a positive representative of the City in all hiring, retention, and promotion activities.
  • Review and process job posting requests from various departments.
  • Prepare job announcements and promotional materials for available positions.
  • Conduct orientation sessions for new employees.
  • Post job openings on various platforms, including social media and professional publications.
  • Maintain the City's applicant tracking system (ATS) with necessary updates and modifications.
  • Track job vacancies and ensure all positions are funded prior to posting.
  • Assist in screening applications and conducting interviews.
  • Perform background checks and evaluate candidates for proper fit within open positions.
  • Coordinate job fairs and represent the City at recruitment events.
  • Facilitate training sessions for City employees.
  • Ensure compliance with confidentiality standards specific to Human Resources.
  • Perform routine office tasks such as data entry, file management, and communication with applicants.
  • Support team members and departments in a collaborative and professional manner.
  • Act as a backup for other HR team members as needed.
KNOWLEDGE, SKILLS AND ABILITIES
  • Strong recruitment skills and the ability to engage with potential applicants.
  • Exceptional organizational skills and the ability to manage multiple tasks.
  • Creative thinking for developing recruitment strategies.
  • Knowledge of relevant benefits, policies, and regulations.
  • Proficient in Microsoft Office applications.
  • Ability to maintain professional relationships with team members and the public.
  • Understanding of HRIS and ATS systems.
MINIMUM QUALIFICATIONS
  • Associates or Bachelor's Degree in Business, Human Resources, Marketing, or a related field preferred.
  • Minimum of two years of experience in recruitment or Human Resources.
  • Valid driver's license.
