MAJOR FUNCTIONS

This role encompasses a professional technical, administrative, and customer service position within the Human Resources Team, operating under the guidance of the Director of Human Resources and Risk Management. The primary responsibilities include recruitment and training for all City roles, focusing on talent acquisition and the management of the City's training initiatives. This position necessitates handling sensitive information and fostering relationships that require a high degree of confidentiality, integrity, and trust.

ESSENTIAL DUTIES

To excel in this position, the individual must effectively carry out the following essential duties:
  • Oversee the recruitment process, including the creation of recruitment materials and assisting applicants with their application submissions.
  • Act as a positive representative of the City in hiring, retention, and promotion activities, as well as in various human resources functions.
  • Process job posting requests from different departments and leadership.
  • Develop job announcements and promotional materials to advertise available positions.
  • Conduct orientation sessions for new employees.
  • Utilize various platforms to post job openings, including social media and professional publications.
  • Maintain the City's applicant tracking system (ATS) with necessary updates and modifications.
  • Ensure job descriptions are current and accurate as needed.
  • Verify that all positions are funded prior to posting.
  • Maintain an up-to-date status of all vacancies.
  • Review and assess applications, assisting with candidate screening.
  • Support interview processes for various teams.
  • Conduct background checks on candidates.
  • Evaluate candidates for appropriate fit within open positions and refer qualified individuals to the relevant leaders.
  • Guide candidates through the hiring process and finalize job postings.
  • Assist candidates with inquiries related to job applications.
  • Plan and coordinate job fairs in collaboration with other entities.
  • Represent the City at recruitment events and job fairs.
  • Identify and participate in community job events.
  • Facilitate training sessions for City employees.
  • Manage the Power DMS program, including the addition of relevant documentation and training materials.
  • Demonstrate excellent communication skills, both written and verbal.
  • Adhere to confidentiality protocols, particularly in relation to human resources functions.
  • Perform routine office tasks such as data entry, file management, and general administrative duties.
  • Collaborate with team members and other departments in a professional manner.
  • Provide backup support for other team members within the Human Resources Department.
  • Carry out additional duties as required.

  • Strong skills in Microsoft Office applications.
  • Ability to learn and utilize third-party software effectively.
  • Ability to build and maintain professional relationships.
  • Familiarity with HRIS and ATS options is desirable.
  • Capacity to exercise independent judgment in line with departmental policies.
  • Ability to keep accurate records and compile reports.
  • Skill in analyzing and interpreting data.
  • Ability to communicate effectively with diverse individuals.
  • Discretion and confidentiality in handling sensitive information.
  • Knowledge of office principles and departmental policies.
  • Familiarity with graphic design software for creating promotional materials.
  • Adaptability to new ideas and solutions.
  • Effective communication skills with the public and officials.
  • Research and report preparation skills.
  • Proficient in Standard Business English writing techniques.
  • Basic math skills for practical applications.
  • Problem-solving abilities to address undefined issues.
  • Ability to work independently or collaboratively as needed.
MINIMUM QUALIFICATIONS
  • Associates or Bachelor's Degree in Business, Human Resources, Marketing, or a related field preferred.
  • Minimum of two (2) years of experience in recruitment and/or Human Resources.
  • Valid driver's license.
A comparable amount of training or experience may be substituted for the minimum requirements.
