JOB SUMMARY

As the Building Operations Supervisor, you will oversee the comprehensive maintenance and operational activities for all municipal facilities. This role is essential in ensuring safe, effective, and efficient facility management through a blend of in-house staff and contracted services. You will work under the guidance of the Assistant Director of Public Works.

ESSENTIAL FUNCTIONS
  1. Facility Maintenance and Operations:
    • Plan, coordinate, and manage the general upkeep and repair of municipal buildings, including various community centers and public service facilities.
    • Ensure timely responses to maintenance requests and operational needs across all city properties.
    • Lead and supervise maintenance personnel, focusing on preventative and corrective maintenance, as well as troubleshooting of mechanical and electronic systems.
    • Evaluate and determine the best course of action for repairs and maintenance, coordinating with external service providers as necessary.
    • Monitor and inspect ongoing maintenance and construction projects to ensure compliance with established standards.
  2. Administrative and Project Management:
    • Act as the Project Manager for all facility maintenance initiatives, overseeing budgets and contracts.
    • Maintain accurate records and documentation related to facility operations.
    • Develop and assess the division's budget, goals, and performance metrics.
    • Foster effective relationships with contractors and city departments to facilitate procurement and maintenance processes.
    • Participate in hiring and performance evaluations of staff, providing coaching and disciplinary actions as needed.
    • Ensure compliance with local, state, and federal regulations and safety standards.
    • Implement new policies and procedures as required.
    • Assist in training and developing staff capabilities, addressing workload and technical challenges regularly.
DECISION MAKING
  • Ability to comprehend and apply knowledge of construction, electrical, plumbing, and mechanical systems, as well as read and interpret construction documents.
  • Skill in assessing facility conditions, identifying deficiencies, and recommending effective corrective actions.
  • Capability to interpret building codes and safety regulations; proficient in reading budgets and maintenance documentation.
MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Architecture, Engineering, Construction Management, or a related field, or equivalent experience.
  • Five years of experience in managing facility maintenance operations, including four years in project management.
  • Valid Texas Driver's License with a satisfactory driving record.
  • Ability to respond to emergency calls within designated city limits.
PREFERRED QUALIFICATIONS
  • Experience with project management systems.
  • Background in architecture or engineering.
  • Experience in commercial or industrial facility inspections.
  • Certification as a Building Official.
CORE COMPETENCIES
  • Hands-on experience in construction and facility maintenance, with knowledge of construction materials and equipment.
  • Effective communication skills and the ability to maintain positive relationships with various stakeholders.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 40 pounds occasionally, with exposure to various weather conditions and hazardous materials. This position is classified as safety-sensitive.
