Position Overview
The Grant Compliance Analyst plays a crucial role within Jewish Family Service of San Diego's Shelter Services. This position is responsible for overseeing compliance related to government contracts, corporate and foundation grants, which collectively exceed $50 million annually. The analyst will act as a vital resource, providing guidance and coordination throughout the grant compliance process from award notification to closeout.

Under the direction of the Senior Director, Controller, and in collaboration with the Shelter Team management, this role will conduct analysis, post-award services, and oversight to ensure adherence to OMB Uniform Guidance and specific grant requirements. The analyst will serve as a resource for staff involved in grant-funded programs regarding fiscal and programmatic compliance matters.


Responsibilities:
Grant Compliance
- Review, analyze, and maintain award agreements to understand program requirements, expense conditions, restrictions, reporting obligations, and deliverables.
- Ensure compliance with the regulations administered by the grantor and assist in all audits, including preparation of required schedules.
- Develop and maintain a compliance monitoring system, including executing a compliance audit schedule, analyzing compliance monitoring reports, and identifying staff training needs.
- Create and modify policies, procedures, and systems in line with government regulations and organizational objectives.
- Assist in preparations for external monitoring visits, reviews, and audits, and participate as appropriate.
- Establish and maintain electronic and hard copy files for each grant-funded project for tracking and reporting purposes.
- Participate in post-award informational meetings to support contract compliance deliverables and attend external funder workshops as needed.
- Identify areas of non-compliance and follow up on internal file audit deficiency corrections.
- Conduct routine compliance reviews of grant programs.
- Coordinate across Departments – Finance, Business Services, and SDRRN Migrant Shelter Services to ensure contract compliance requirements are met.
- Collaborate effectively with a positive attitude, demonstrating the ability to think quickly and implement creative solutions to complex problems to mitigate risk for the organization.

Accounting
- Collaborate closely with the accounting and program teams to track grant management and reporting, including monitoring funding and budget planning.
- Ensure that direct costs charged to grants and contracts are allowable under sponsor guidelines and Uniform Guidance, when applicable.
- Perform ongoing data collection and maintenance to support compliance monitoring, auditing, and reporting activities.
- Prepare and/or review information and reports for internal and external stakeholders.

Procurement
- Work closely with the procurement team on contract-related purchasing.
- Review all procurement activity to ensure compliance with federal requirements for procurement as outlined in 2 C.F.R. Part 200.
- Evaluate procurement bids and purchases to ensure they meet contract requirements.
- Participate in the evaluation and selection of contractors/subrecipients.
- Interface with stakeholders/user departments to provide sound advice and recommendations regarding procurement actions.

Monitor Subawards
- Ensure subrecipient monitoring procedures comply with federal regulations and are consistent with sound business practices.
- Monitor subrecipient compliance with federal regulations and the requirements of their agreements through site visits, audits, and other mechanisms.
- Recommend necessary actions to resolve issues or concerns.
- Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.

Additional Duties

Skills/Experience/Abilities that are a Must-Have:
- Bachelor's degree required, preferably in accounting or a closely related field.
- 5+ years' experience in federal grant management, including invoicing, procurement, and subrecipient monitoring.
- Familiarity with 2 C.F.R. Part 200 requirements for federal awards to non-federal entities.
- Ability to create and interpret financial reports and program data.
- Excellent written and verbal communication and interpersonal skills.
- Strong analytical, organizational, and time management skills.
- Ability to work well in a team-oriented environment across functions/departments.
- Effective project management techniques.
- Experience in coordinating and providing training opportunities.
- Ability to multi-task and prioritize workflows.
- Strong judgment and decision-making skills.
- Proficient in Excel, Word, and Outlook.
- Valid CA Driver's License and reliable transportation to multiple worksites.
