Position Overview:

The Grant Compliance Analyst plays a vital role within Jewish Family Service of San Diego's Shelter Services. This position is responsible for overseeing compliance related to government contracts and various grants, amounting to over $50 million annually. The analyst will provide essential guidance and coordination throughout the grant compliance process, from award notification to closeout.

Under the supervision of the Senior Director, Controller, and in collaboration with Shelter Team management, this role will conduct analysis, provide post-award services, and ensure adherence to OMB Uniform Guidance and specific grant requirements. The analyst will serve as a resource for staff involved in grant-funded programs regarding fiscal and programmatic compliance matters.

Key Responsibilities:

Grant Compliance:
  • Review and analyze award agreements to comprehend program requirements, expense conditions, restrictions, reporting obligations, and deliverables.
  • Ensure adherence to grantor regulations and assist in audits, including preparation of necessary schedules.
  • Develop and maintain a compliance monitoring system, including a compliance audit schedule and staff training needs.
  • Modify policies and procedures to align with government regulations and organizational objectives.
  • Assist in preparations for external monitoring visits and participate as necessary.
  • Establish and maintain organized files for each grant-funded project for tracking and reporting purposes.
  • Participate in post-award meetings to support compliance deliverables and attend relevant workshops.
  • Identify non-compliance areas and follow up on internal audit deficiencies.
  • Conduct routine compliance reviews of grant programs.
  • Coordinate with Finance, Business Services, and other departments to ensure compliance with contract requirements.
  • Collaborate effectively with a positive attitude, demonstrating the ability to implement solutions to mitigate risks.
Financial Oversight:
  • Collaborate with accounting and program teams to manage grant reporting and budget planning.
  • Ensure that costs charged to grants are allowable under sponsor guidelines and Uniform Guidance.
  • Perform ongoing data collection to support compliance monitoring and reporting activities.
  • Prepare and review reports for stakeholders.
Procurement Coordination:
  • Work closely with the procurement team on contract-related purchases.
  • Review procurement activities to ensure compliance with federal procurement requirements.
  • Evaluate procurement bids to ensure they meet contract specifications.
  • Participate in the selection of contractors and subrecipients.
  • Provide advice on procurement actions to stakeholders.
Subaward Monitoring:
  • Ensure compliance with federal regulations for subrecipient monitoring.
  • Monitor subrecipient compliance through site visits and audits, recommending necessary actions.
  • Provide guidance on interpreting regulations and award terms.
  • Perform additional duties as assigned.
Essential Skills and Experience:
  • Bachelor's degree in accounting or a related field.
  • 5+ years of experience in federal grant management, including invoicing and procurement.
  • Familiarity with 2 C.F.R. Part 200 requirements.
  • Ability to create and interpret financial reports.
  • Strong written and verbal communication skills.
  • Excellent analytical and organizational skills.
  • Experience in project management.
  • Proficiency in Excel, Word, and Outlook.
  • Valid driver's license and reliable transportation.
