Position Overview

The Senior Civil Estimator will take charge of leading Construction Design-Build and EPC estimates and proposals across a wide array of projects for clients in the Oil, Gas & Chemicals sector. This role is crucial in aiding clients to make informed decisions by delivering precise estimates in a trustworthy and professional manner while mitigating risks to the organization.

Key Responsibilities
  • Direct the estimating strategy and its implementation.
  • Evaluate and endorse project summary schedules for accuracy.
  • Oversee workload management to guarantee timely delivery of outputs.
  • Facilitate the risk assessment process.
  • Ensure adherence to estimating methodologies to produce high-quality estimates.
  • Lead project team evaluations for estimating quantities and project scope.
  • Authorize and review quotes related to bonds and insurance.
  • Assess small and disadvantaged business solicitations and evaluations.
  • Manage subcontractor solicitation and pre-qualification assessments.
  • Review and approve pricing for specialty and standard equipment.
  • Verify subcontractor bid packages prior to distribution for quotes.
  • Present estimates to both internal and external stakeholders.
  • Conduct final reviews of estimates before management evaluation and proposal submission.
  • Guide estimating teams in the execution of pre-construction services.
  • Maintain cost history, database management, and the estimating process.
  • Authorize general conditions pricing, indirect costs, and review inputs from the project management team.
  • Provide final recommendations regarding fees, contingencies, and escalation.
  • Deliver man-hour estimates for the required estimating efforts.
  • Formulate strategies for contract partnering agreements.
  • Prepare and present estimating data for the risk assessment process.
  • Validate estimates for joint venture evaluations.
  • Review commercial terms and conditions while addressing risk factors.
  • Assess and validate value engineering items, alternatives, and options.
  • Ensure the accuracy and validity of estimate clarifications and assumptions.
  • Examine documents for inconsistencies and overlaps in the scope of work.
  • Mentor and train junior staff members.
  • Perform additional duties as assigned.
  • Adhere to all company policies and standards.
Qualifications
  • Bachelor's Degree in Engineering, Construction Management, or a related field with a minimum of 7 years of direct project estimating experience.
  • Relevant experience may be considered in lieu of the degree requirement.
  • Ability to work autonomously or collaboratively, think creatively and analytically, and make prompt, sound decisions.
  • Exceptional written and verbal communication skills.
  • Proficient in Microsoft Office, ConEst, and K-base.
  • OSHA 10-hour certification is required.
