Position Overview
The selected candidate will provide essential technical and advisory support with a FAC-COR Level III certification.

Collaborating with IT and Acquisition Management teams, the role involves crafting contract Statements of Work, Acquisition Plans, Technical Evaluation Plans, and Business Evaluation Plans, while assessing and advising on the effectiveness and efficiency of programs and contracts.

Key Responsibilities

In this role, you will be tasked with delivering technical support for acquisition life cycle activities pertinent to FEMA's acquisition and strategic initiatives.

This position is situated within the Office of the Chief Information Officer (OCIO), specifically in the Business Management Office, IT Financial Management Division, Contract Management Branch, which is dedicated to providing acquisition-related customer service, business operations, and strategic services.


Typical Duties Include:


• Ensuring compliance with contracting rules, regulations, and protocols to address complex issues related to acquisition and financial project aspects.
• Designing and implementing innovative systems and analytical techniques to track the financial status of contracts and resources.
• Evaluating the effectiveness of contract program goals and objectives.
• Establishing and maintaining financial and project management processes, financial controls, and validating daily cost data against schedules.

• Planning, negotiating, leading, and/or managing complex procurements of goods, systems, or services that require specialized, advanced, or scarce resources in support of IT initiatives.

• Facilitating FEMA's involvement in department-wide strategic sourcing efforts.

All selected candidates must successfully complete and maintain a background investigation for Public Trust/Moderate Risk as a prerequisite for this position.

Applicants must be U.S. citizens and pass a background investigation. Candidates should be able to obtain and maintain a Government travel card. Selective service registration is mandatory for males born after 12/31/59. Travel may be necessary.
