Job Summary

Noblis is seeking a highly skilled Acquisition Specialist to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO).

Key Responsibilities

  • Assist in the development and management of various procurement and contract-related documents for the FAA.
  • Evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process using comprehensive knowledge of the AMS policies and processes.
  • Create and manage Contract Line Item structures.
  • Prepare and process contract modifications.
  • Handle contract correspondence and ensure timely communication with all stakeholders.
  • Collaborate with project teams to ensure procurement activities align with project goals and regulatory requirements.
  • Provide guidance and support in all aspects of the acquisition process.
  • Proactively track and alert Government stakeholders to potential contractual, financial, performance, or programmatic issues.
  • Offer technical leadership, advice, and guidance on acquisition policy, processes, practices and procedures to other staff members.
  • Development of Acquisition Strategies and Plans compliant with applicable laws and regulations.
  • Program performance analysis, strategic program planning and contract procurement planning and execution.

Requirements

  • Senior-level: Minimum of 15 years' experience with bachelor's degree in any field. 5 years of relevant experience may be substituted for the bachelor's degree.
  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years' experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
