Position Overview:


The Chief Technology Officer for Public Safety is accountable for leading the Law Enforcement Technology, Public Safety Communications Services, and Physical Security Technology sectors within Universal Services.

This role involves overseeing the establishment of enterprise standards and technology frameworks, conducting technology assessments, and managing the IT governance process for the respective sectors while fostering strategic partnerships with vendors and collaborators.

The Chief Technology Officer for Public Safety champions and executes the department's core values, vision, and mission statement.

Key Responsibilities:


Directs the operational areas of public safety communications infrastructure and field operations, law enforcement technologies such as mobile CAD/RMS, eCitation tools, and physical security technologies including access control and surveillance systems; ensuring the delivery of secure, dependable, and scalable infrastructure and services.


Provides comprehensive strategic direction and vision for divisional personnel by formulating, executing, and disseminating information technology strategies pertinent to public safety technologies, mission-critical communications services, physical security technologies, and all-hazards technology responses.


Establishes policies, procedures, technical standards, methodologies, and priorities to ensure compliance and adherence to state and local information regulations as well as industry best practices for public safety technology.

Assesses existing public safety systems and devises long-term strategies to guarantee that technological capacity aligns with current and future demands.


Leads the overall public safety technology strategy and formal relationships with internal and external business partners, including vendor contract technical support, interlocal agreements, and memorandums of understanding.


Facilitates All Hazards incident liaison and training operations in collaboration with regional and state response agencies.


Formulates mid to long-term strategies for optimizing the division's functions and the talent necessary to implement strategies within the job area.


Education:
Bachelor's Degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent professional experience.

Experience:


Typically possesses fifteen (15) or more years of IT and business/industry experience, including architecture design and deployment, systems life-cycle management, and infrastructure planning and operations, with eight (8) years of leadership experience managing multiple, large cross-functional teams or projects, and influencing senior management and key stakeholders.


Knowledge, Skills & Abilities (KSAs):
Must demonstrate exceptional interpersonal and written/oral communication skills.

Ability to engage with staff at all organizational levels.

Strong proficiency in personal computers and various software applications.

Knowledge of public safety, emergency preparedness, and risk management principles.

FEMA certification is required.

Proficient in incident command system (ICS) protocols.

Extensive knowledge of Land Mobile Radio (LMR) radio networks is essential.

Applicants for this position will undergo a criminal background check that includes fingerprinting.

This applies to any position with network access to Criminal Justice Information Services (CJIS) or access to areas where CJIS is received, maintained, or stored either manually or electronically.


Automatic Disqualification:
Convictions, probation, or deferred adjudication for any felony, and any Class A misdemeanor.
Convictions, probation, or deferred adjudication for a Class B misdemeanor within the last 10 years.
Open arrest for any criminal offense (felony or misdemeanor).
Family violence conviction.

Position Type and Typical Hours of Work:
Monday - Friday | 40hrs

Regular Full-time | Onsite Position


May require working beyond forty hours during the workweek and/or weekends or being on-call 24 hours a day to address special projects and public safety events/incidents.

Subject to performing other duties as assigned.

Physical Demands:
Ability to lift at least 40 lbs. and/or move boxes and equipment as necessary.

Subject to kneeling, crouching, handling, climbing, walking, sitting, twisting, and reaching as needed to perform essential functions.

Special Requirements:


Must pass FBI Criminal Justice Information Services (CJIS) background checks before the start date and complete Awareness Certification within 90 days of hire.

Must complete FEMA NIMS ICS COML training within one year of hire.

Must possess a valid driver’s license.

Employment may be contingent on passing a drug screen and meeting other standards.
