Position Overview:


The Chief of Public Safety Technology is accountable for overseeing the Law Enforcement Technology, Public Safety Communications Services, and Physical Security Technology sectors within Harris County.

This role entails the management of enterprise standards and technology architecture, evaluation and transfer of technology, governance processes for the respective sectors, and strategic vendor and partner relationship management.

The Chief of Public Safety Technology is committed to supporting and implementing the department's core values, vision, and mission statement.

Key Responsibilities:


Directs the functional domains of public safety communications infrastructure and field operations, law enforcement technologies such as mobile CAD/RMS, eCitation tools, and physical security technologies including access control, security video monitoring, and all-hazards support; ensuring the delivery of secure, reliable, and scalable infrastructure and services.

Provides comprehensive strategic direction and vision for divisional personnel by developing, implementing, and communicating information technology strategies related to public safety technologies, mission-critical communications services, physical security technologies, and all-hazards technology response.

Establishes policies, procedures, technical standards, methods, and priorities to ensure compliance with state and local information regulations and industry best practices for public safety technology.

Assesses existing public safety systems and formulates long-term strategies to ensure that technology capacity aligns with current and future demands.

Leads the overall public safety technology strategy and formal jurisdictional relationships with internal and external business partners, including vendor contract technical support, interlocal agreements, and memorandums of understanding.

Facilitates All Hazards incident liaison and training operations in collaboration with regional and state response agencies.

Develops mid to long-term strategies for optimizing the division's functions and the talent necessary to execute strategies in this area.


Educational Requirements:
Bachelor's Degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent professional experience.

Professional Experience:


Typically requires fifteen (15) or more years of IT and business/industry experience, including architecture design and deployment, systems life-cycle management, and infrastructure planning and operations, with a minimum of eight (8) years in leadership roles managing multiple large cross-functional teams or projects, and influencing senior management and key stakeholders.


Knowledge, Skills & Abilities (KSAs):
Exceptional interpersonal and written/oral communication skills.
Ability to engage with staff at all organizational levels.
Strong proficiency in personal computers and various software applications.
Understanding of public safety, emergency preparedness, and risk management.
FEMA certification required.
Proficient in incident command system (ICS) protocols.
Extensive knowledge of Land Mobile Radio (LMR) radio networks.

Special Requirements:


Must successfully pass FBI Criminal Justice Information Services (CJIS) background checks prior to the start date and obtain Awareness Certification within 90 days of hire.
Completion of FEMA NIMS ICS COML training within one year of hire is mandatory.
A valid driver’s license is required.

Position Type and Typical Hours of Work:
Monday - Friday | 40 hours
Regular Full-time | Onsite Position

May require working beyond forty hours during the workweek and/or weekends or being on-call 24 hours a day to address special projects and Public Safety events/incidents.

Subject to performing other duties as assigned.

Physical Demands:
Ability to lift at least 40 lbs. and/or move boxes and equipment as necessary.
May involve kneeling, crouching, handling, climbing, walking, sitting, twisting, and reaching to perform essential functions.

Location:
Employment may be contingent on passing a drug screen and meeting other standards.
