The Chief Technology Officer is accountable for the strategic management, development, and execution of IT solutions that bolster business functions. This role encompasses the supervision of IT infrastructure, security measures, and digital transformation projects. Key duties also include the formulation and oversight of SOC 1 & SOC 2 controls, technology road mapping alongside budget management, process development, and collaboration with various organizational levels to assess technology requirements.

Key Responsibilities:

IT Infrastructure Oversight:

  • Establish and manage IT infrastructure initiatives, covering hardware and software lifecycles, server management, security protocols, and network systems (LAN/WAN).
  • Act as the Subject Matter Expert for all IT systems and applications, remaining informed on industry advancements.
  • Oversee the nationwide SDWAN network to ensure peak network efficiency.
  • Work closely with application teams to coordinate release schedules and implement updates in production.

Security and Risk Management:

  • Devise a comprehensive security strategy, pinpointing risks and formulating appropriate responses.
  • Monitor and react to cybersecurity threats, ensuring adherence to vendor contracts and service level agreements.
  • Serve as the primary expert in cybersecurity, keeping abreast of industry developments.
  • Maintain and revise incident response (IR), disaster recovery (DR), and business continuity plans (BCP); lead related initiatives and committees.
  • Oversee third-party Managed Detection and Response (MDR)/Security Operations Center (SOC), vulnerability assessments, risk evaluations, and audits.
  • Schedule and supervise network penetration tests, addressing high-risk vulnerabilities.
  • Innovate and manage the security awareness program, including phishing and social engineering drills.
  • Conduct security assessments for new and existing technologies, standardizing security configurations.
  • Enhance Governance, Risk Management, and Compliance (GRC) and information security programs through a risk-based approach.
  • Review third-party agreements for security and data protection compliance.

Technical Support and Leadership:

  • Establish and manage IT processes, procedures, and policies.
  • Provide technical support and direction to team members and users.
  • Ensure prompt response and resolution to incidents; monitor ongoing incidents and escalate as necessary.
  • Supervise, mentor, assess, and develop direct reports.
  • Lead the organization’s digital transformation efforts through effective IT project management.
  • Align IT strategies with business objectives and future growth.
  • Promote continuous service improvement within the IT department.

Financial Management:

  • Develop and manage the IT budget efficiently.
  • Facilitate research, recommendations, and implementation of software, hardware, and network components.
  • Negotiate with vendors to achieve cost-effective purchasing solutions.

Stakeholder Collaboration:

  • Engage with all organizational levels to identify and fulfill technological needs.
  • Foster effective relationships with management, staff, clients, and vendors.
  • Ensure compliance with IT and corporate standards, policies, and procedures.

Qualifications:

Education and Experience:

  • Bachelor's degree in Computer Science, Cybersecurity, or a related technology field; or equivalent experience of over 10 years with progressive career advancement.
  • Experience managing a large, diverse IT infrastructure and application operations in a hybrid environment.
  • Experience in the oil and gas sector or similar industries is advantageous but not mandatory.

Technical Proficiencies:

  • Familiarity with Microsoft Azure, Office 365, VMware, Windows Domains, Red Hat/Centos Linux, cloud storage solutions, EDR & MDR technologies, unified communications, and data backup systems.
  • Experience in designing and implementing ITIL processes.
  • Understanding of holistic enterprise architecture (EA) components.
  • Familiarity with FINRA, SOC 1 & SOC 2 standards.
  • Knowledge of business ecosystems, SaaS, IaaS, PaaS, SOA, APIs, and microservices.

Certifications:

  • ITIL Foundation or higher certification is preferred.
  • CISM, CISSP, CISA certifications are preferred.

  • Excellent written and verbal communication skills.
  • Outstanding organizational abilities; capable of managing multiple projects in a dynamic environment.
  • Ability to present ideas in business-friendly and user-friendly language.
  • Develop business case justifications and cost/benefit analyses for IT investments and initiatives.
  • Willingness to travel to various offices as required; minimal travel expected.
