POSITION SUMMARY:

Engage in advanced consultative services and technical support as part of the IT Finance and Resource Planning Team. Responsibilities include strategic planning, budgeting, forecasting, reporting, and overseeing contract management and Resource Planning activities for the IT division. This role may involve training, leading, and assigning tasks to team members, operating with minimal supervision and considerable autonomy.

KEY RESPONSIBILITIES:

1. Supervise a range of technical, training, research, planning, policy, program evaluation, financial management, and administrative functions of assigned programs.

2. Manage the collection, organization, analysis, and preparation of information in response to program inquiries, fiscal impacts, and reporting requirements.

3. Plan, develop, and coordinate IT procurement requests and contract oversight, collaborating with the Procurement & Contract Services department to contribute to procurement documentation and evaluations.

4. Lead the creation and execution of effective evaluation techniques for programs, identifying needs for new initiatives and guiding staff in the development and integration of innovative methods and procedures.

5. Ensure completion and monitoring of necessary administrative and performance reports, studies, and specialized projects, recommending adjustments as needed.

6. Ensure adherence to program policies, procedures, statutes, and regulations, taking corrective actions when necessary.

7. Deliver consultative services and technical support related to planning, budgeting, implementing, and monitoring programs and services.

8. Guide staff in developing and integrating new methods and procedures, providing support to Resource Managers and Project Managers in Resource Planning and Project Control.

9. Oversee the formulation of program policies, procedures, standards, and the progress of major information resource projects, aligning program activities with objectives and goals.

10. Identify trends and resolve operational challenges.

11. Design and generate financial reports and conduct specialized research projects.

12. Offer strategic solutions for reporting, metric development, and project planning.

13. Implement innovative strategies to enhance adoption, improve data accuracy, and provide quality training.

14. Maintain regular attendance and adhere to approved work hours according to agency policies.

15. Perform additional duties as assigned.

Qualifications:

EDUCATION: A degree from an accredited four-year institution in business management or a related field is preferred.

EXPERIENCE: A minimum of five (5) years of experience in analyzing operational efficiency, financial management, recommending enhancements, and implementing changes; developing and delivering user training documentation and processes for various settings; and managing and directing team members. Familiarity with project management principles is essential.

SUBSTITUTION: Additional relevant work experience may substitute for educational requirements, with two (2) years of experience equating to one year of education.

CERTIFICATIONS: Preferred certifications include two of the following: (CTCM), (CTPM), (CTCD), (PMP), (ITIL). A valid driver’s license is required if driving is necessary.

REGULATORY KNOWLEDGE: Must possess a working knowledge of TXDPS, state and federal regulations, legislation, guidelines, policies, and procedures. Broad understanding of DPS business units and IT-specific practices is required.

INTERPERSONAL SKILLS: Ability to demonstrate poise, tact, and diplomacy while establishing and maintaining professional relationships with internal and external stakeholders. Skills in conflict resolution and problem-solving are necessary.

ORGANIZATIONAL SKILLS: Must be organized, adaptable, and capable of prioritizing tasks in a dynamic environment, meeting multiple deadlines without compromising quality. Experience in mission-critical operations is preferred.

COMMUNICATION SKILLS: Ability to prepare and deliver clear, concise presentations and reports to diverse audiences.

ANALYTICAL SKILLS: Must be able to analyze data, identify trends, and draw accurate conclusions.

TECHNOLOGY SKILLS: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) is required; familiarity with SharePoint is preferred.

CONFIDENTIALITY: Must handle sensitive information responsibly and adhere to relevant laws and policies.

TRAVEL REQUIREMENTS: Availability for after-hours and weekend work may be necessary. Employees are expected to attend in-person meetings at least once a month. Telecommuting options are available under specific conditions.

PHYSICAL DEMANDS: The role involves typical office environment demands, including mobility, dexterity, and the ability to handle light physical tasks.
