Job Overview:

The Texas Department of Aging & Disability Services is seeking a highly skilled individual to take on the role of STAR+PLUS Program Policy Specialist. This position is crucial in advancing the mission of the Medicaid and CHIP Services (MCS) Department, which is dedicated to providing high-quality, cost-effective services to the residents of Texas.

The STAR+PLUS Program Policy Specialist will play a pivotal role in formulating policies for the STAR+PLUS Program and will serve as the primary resource for the STAR+PLUS Handbook.

Reporting to a Program Policy Manager within the MCS Office of Policy, this role may also receive guidance from the STAR+PLUS Program Lead.

The specialist will engage in comprehensive consultative and technical tasks associated with the creation, execution, and ongoing oversight of Medicaid programs and services, with a particular emphasis on the STAR+PLUS Handbook.

Key responsibilities include understanding Medicaid laws and regulations pertinent to program matters; collaborating with both internal and external stakeholders such as managed care organizations (MCOs), service providers, families, advocates, advisory committee members, legislative staff, and other state agencies; and producing high-quality written reports, correspondence, analyses, and other documentation.

Core Responsibilities:

  • Collaboration: Work collaboratively within Program Policy and across MCS to identify innovative and effective solutions for clients, stakeholders, and staff. Maintain regular attendance in accordance with agency leave policies and perform additional duties as assigned.
  • Policy Management: Oversee the policy development process for the STAR+PLUS Handbook, which includes drafting new policies, reviewing updates, coordinating meetings, soliciting feedback from MCOs, and communicating updates to leadership.
  • Expertise and Support: Provide subject matter expertise and technical assistance regarding the STAR+PLUS program to various stakeholders, including MCS staff, governmental agencies, MCOs, provider associations, and community organizations.
  • Research and Analysis: Prepare high-quality research, analysis, and written updates; develop materials for meetings; and ensure compliance with program policies, procedures, and legislative requirements.
  • Training and Development: Develop and deliver training sessions on STAR+PLUS policies and monitor program policy and legislative implementation.
