Job Summary

Watermark Risk Management International is seeking a highly skilled Human Resources Specialist III to join our team. As a key member of our organization, you will be responsible for developing and implementing policies and procedures related to position risk and sensitivity levels. Your expertise will ensure that our personnel are designated at the appropriate national security sensitivity and/or risk level, commensurate with the degree of damage they could affect the security of the Congress or the efficiency of the Architect of the Capitol.

Key Responsibilities:

  • Collaborate with the AOC Human Capital Management Division to ensure accurate sensitivity designations in automated payroll/personnel systems.
  • Draft directives, policies, and procedures for position designation, reflecting current AOC operations and Office of Personnel Management/Director of National Intelligence guidelines.
  • Develop a database to manage position designation and suitability programs.
  • Document project budgeting and staff workload requirements.
  • Track AOC employee investigations and position designations.
  • Establish a systematic risk assessment process for evaluating reciprocity for incoming contractors.

Requirements:

  • Minimum 8 years of human resources experience, with demonstrated knowledge of federal position risk and sensitivity level program best practices.
  • Ability to perform a variety of tasks in support of position risk and sensitivity level management and personnel security specialists.
  • Expert-level oral and written communications skills, with discretion and tact.
  • Ability to adapt style and tone to effectively engage the audience.
