Position Title: Information Systems Security Manager (ISSM) II


Role Overview: The Air Force (AF) Special Access Program (SAP) Security Support Services (SSS) plays a critical role in assisting the AF cognizant security authority in the oversight of enhanced National Security Objectives that support AF SAP interests through comprehensive security operations, processes, and management.


The ISSM will serve as the principal advisor on all technical and non-technical matters concerning the security of information systems. This role will focus on Special Access Programs (SAPs) in support of Department of Defense (DoD) agencies, including HQ Air Force and the Office of the Secretary of Defense.


Key Responsibilities:

  • Oversee the formulation, execution, and assessment of information system security program policies, with a focus on integrating existing SAP network infrastructures.
  • Develop and manage operational policies and guidelines for information systems security based on the Risk Management Framework (RMF), emphasizing the Joint Special Access Program Implementation Guide (JSIG) authorization process.
  • Provide expert advice on RMF assessment and authorization matters.
  • Conduct risk assessments and offer recommendations to DoD agency clients.
  • Guide government program managers on security testing methodologies and procedures.
  • Review authorization documentation and deliver written recommendations for government program managers.
  • Establish and maintain a formal Information Systems Security Program.
  • Ensure all Information Assurance Officers (IAOs), network administrators, and cybersecurity personnel receive the necessary training to perform their roles effectively.
  • Develop, review, and endorse system assessment documentation for action by the Authorizing Official (AO) or Designated Authorizing Official (DAO).
  • Implement procedures for the sanitization and destruction of various hardware and media types.
  • Create and execute security assessment plans that verify compliance with required protection levels.
  • Maintain a comprehensive repository for all system authorization documentation and modifications.
  • Formulate policies and procedures for responding to security incidents, including investigations and reporting of violations.
  • Ensure that appropriate protective measures are taken when vulnerabilities are identified.
  • Establish data ownership and responsibilities for each authorization boundary, including access rights and special handling requirements.
  • Develop and implement an information security education and awareness program, including local cybersecurity training.
  • Evaluate threats and vulnerabilities to determine if additional safeguards are necessary.
  • Assess changes in the system and its environment that may impact authorization.
  • Ensure valid authorization determinations are made for all authorization boundaries.
  • Review Automated Information System (AIS) assessment plans.
  • Coordinate with the Program Security Officer (PSO) on the approval of external information systems.
  • Conduct periodic assessments of the security posture of authorization boundaries.
  • Establish and implement a Configuration Control Board (CCB) charter.
  • Ensure proper configuration management for security-relevant changes to software, hardware, and firmware.
  • Conduct periodic testing to evaluate the security posture of information systems.
  • Ensure recovery and reconstitution processes are developed and monitored for system availability.
  • Maintain current and accessible authorization documentation for authorized personnel.
  • Address system security requirements throughout the system life cycle.
  • Participate in self-inspections and review system security to adapt to policy or technology changes.
  • Coordinate technical security issues with Information System Security Engineers (ISSE).
  • Provide expert research and analysis to support expanding programs in cybersecurity and information technology.
  • Develop Assured File Transfers (AFT) in accordance with JSIG.
  • Offer leadership, mentoring, and quality assurance for cybersecurity and IT team members.

Qualifications:

  • Bachelor's degree in a relevant field or equivalent experience (4 years).
  • 7 - 9 years of related experience.
  • Previous roles as an Information Systems Security Officer (ISSO) or Information Systems Security Manager (ISSM) are preferred.
  • Must meet certification requirements outlined in DoD Directive M for Information Assurance Technician Level 2 or Information Assurance Manager Level 2 within 6 months of hire.
  • Ability to regularly lift up to 50 lbs.
  • Prior active duty in the U.S. Air Force is advantageous.
