Position Title: Information Systems Security Manager (ISSM) II


Role Overview: The Air Force (AF) Special Access Program (SAP) Security Support Services (SSS) plays a crucial role in aiding the AF cognizant security authority to oversee enhanced National Security Objectives that support AF SAP interests through active and integrated security operations and management.


The ISSM will act as the primary advisor on all technical and non-technical matters concerning the security of information systems within their responsibility. This role involves collaboration with Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies.


Key Responsibilities:

  • Oversee the formulation, execution, and assessment of information system security program policies, with a focus on integrating existing SAP network infrastructures.
  • Develop and manage operational policies and guidelines for information systems security, emphasizing the Risk Management Framework (RMF) and Joint Special Access Program Implementation Guide (JSIG) authorization processes.
  • Provide expert advice on RMF assessment and authorization challenges.
  • Conduct risk assessments and offer recommendations to DoD agency clients.
  • Guide government program managers on security testing methodologies.
  • Review authorization documentation and provide written recommendations for government program managers.
  • Establish and maintain a formal Information Systems Security Program.
  • Ensure that all Information Assurance Officers (IAOs), network administrators, and cybersecurity personnel receive appropriate technical and security training.
  • Develop and endorse action plans for system assessment documentation.
  • Implement approved procedures for the sanitization and destruction of various hardware and media.
  • Formulate and execute security assessment plans to verify compliance with required protection levels.
  • Maintain a repository for all system authorization documentation and modifications.
  • Create policies for responding to security incidents, including investigation and reporting of violations.
  • Ensure corrective measures are implemented when vulnerabilities are identified.
  • Establish data ownership and responsibilities for each authorization boundary.
  • Develop and implement an information security education and awareness program.
  • Evaluate threats and vulnerabilities to determine if additional safeguards are necessary.
  • Assess changes in systems and environments that may impact authorization.
  • Ensure valid Authorization determinations are made for all authorization boundaries.
  • Review Automated Information System (AIS) assessment plans.
  • Coordinate with security officials on the approval of external information systems.
  • Conduct periodic assessments of the security posture of authorization boundaries.
  • Implement a Configuration Control Board (CCB) charter.
  • Ensure proper documentation of security-relevant changes to software, hardware, and firmware.
  • Conduct periodic testing to evaluate the security posture of information systems.
  • Ensure system recovery processes are developed and monitored.
  • Maintain current and accessible authorization documentation for authorized personnel.
  • Address system security requirements throughout the system life cycle.
  • Participate in self-inspections and periodic reviews of system security.
  • Coordinate technical security issues with Information System Security Engineers (ISSE).
  • Provide expert research and analysis in support of cybersecurity and information technology initiatives.
  • Develop Assured File Transfers (AFT) in accordance with JSIG.
  • Offer leadership, mentoring, and quality assurance for cybersecurity and IT team members.

Qualifications:

  • Bachelor's degree in a relevant field or equivalent experience (4 years).
  • 7 - 9 years of related experience.
  • Prior experience in roles such as Information Systems Security Officer (ISSO) or Information Systems Security Manager (ISSM).
  • Must meet certification requirements outlined in DoD Directive M for Information Assurance Technician Level 2 or Information Assurance Manager Level 2 within 6 months of hire.
  • Ability to regularly lift up to 50 lbs.
  • Prior active duty in the U.S. Air Force is a plus.
