Job Overview:


The Cybersecurity Systems Manager (CSSM) serves as a key consultant on all technical and non-technical aspects related to the safeguarding of information systems.

This role primarily involves collaboration within Special Access Programs (SAPs) to support Department of Defense (DoD) entities, including but not limited to HQ Air Force and the Office of the Secretary of Defense.

The position entails providing daily support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) operations.

Key Responsibilities:


Oversee the formulation, execution, and assessment of information system security program policies, with a focus on the integration of existing SAP network frameworks.


Develop and supervise operational policies and guidelines for information systems security, adhering to the Risk Management Framework (RMF) with a focus on the Joint Special Access Program Implementation Guide (JSIG) authorization process.


Advise clients on RMF assessment and authorization challenges.


Conduct risk evaluations and provide strategic recommendations to DoD agency clients.


Guide government program managers on security testing methodologies and protocols.


Review authorization documentation and furnish written recommendations for approval to government program managers.


Establish and maintain a formal Information Systems Security Program.


Ensure that all Information Assurance Officers (IAOs), network administrators, and cybersecurity personnel receive the requisite technical and security training to perform their roles effectively.


Develop, assess, endorse, and recommend actions by the Authorizing Official (AO) or Designated Authorizing Official (DAO) regarding system assessment documentation.


Guarantee that established procedures are in place for the clearing, sanitizing, and destruction of various hardware and media types.


Formulate and execute security assessment plans that verify the required features and assurances for each protection level.


Maintain a comprehensive repository for all system authorization documentation and modifications.


Establish and implement a Configuration Control Board (CCB) charter.


Develop policies and procedures for addressing security incidents, including the investigation and reporting of security violations.


Ensure appropriate protective or corrective measures are enacted when an incident or vulnerability is identified within a system.


Define data ownership and responsibilities for each authorization boundary, including accountability, access rights, and special handling requirements.


Implement an information security education, training, and awareness program, which includes attending, monitoring, and presenting local cybersecurity training.


Evaluate threats and vulnerabilities to determine if additional safeguards are necessary.


Assess modifications in the system, its environment, and operational requirements that could impact authorization.


Ensure valid Authorization determinations are made for all authorization boundaries under your oversight.


Review Automated Information System (AIS) assessment plans.


Coordinate with the Program Security Officer (PSO) or relevant security official regarding the approval of external information systems.


Conduct periodic evaluations of the security posture of the authorization boundaries.


Ensure configuration management for security-relevant changes to software, hardware, and firmware, ensuring proper documentation.


Conduct regular testing to assess the security posture of information systems using various intrusion detection and monitoring tools.


Ensure that system recovery and reconstitution processes are developed and monitored to guarantee that the authorization boundary can be restored based on its availability level.


Ensure all authorization documentation is up-to-date and accessible to authorized personnel.


Ensure that system security requirements are addressed throughout all phases of the system life cycle.


Develop Assured File Transfers (AFT) in accordance with the JSIG.


Participate in self-assessments.


Perform the duties of the Information System Security Officer (ISSO) in the absence of one.



Experience:
7+ years of relevant experience.

Prior experience in roles such as ISSO or ISSM.

SAP experience is mandatory.

Education:
Bachelor's degree or equivalent experience (4 years)

Certifications:
IAT Level II or IAM Level II (Security+ CE, CCNA Security, etc.)

Security Clearance:
TS/SCI

Must be able to obtain TS/SCI with CI polygraph
