POSITION SUMMARY

Padre Dam Municipal Water District is seeking a proactive and organized leader to oversee the maintenance and warehouse teams.

The selected candidate will be tasked with prioritizing, coordinating, and supervising the activities of maintenance personnel and warehouse staff. Key responsibilities include: reviewing and prioritizing service requests; delegating tasks and projects; conducting performance assessments; identifying training requirements; executing maintenance tasks for facilities; managing inventory and procurement of supplies; leading team meetings; establishing standards and quality assurance for external vendors and contractors; developing and managing contracts; assisting in budget oversight; maintaining security systems; setting objectives; providing leadership, coaching, and support; and performing additional duties as required.

KEY RESPONSIBILITIES

  1. Supervises personnel, including monitoring performance, evaluating staff, ensuring adequate training, and making recommendations for compensation and staffing changes.
  2. Oversees Building Management Systems to ensure operational reliability and efficiency for the District's facilities. Coordinates project scheduling and staff assignments.
  3. Collects information on task execution from various sources, including written materials, vendors, and industry experts.
  4. Collaborates with customers at remote locations regarding landscape maintenance, contractor access, security, and facility management.
  5. Acts as the primary contact for mechanical and maintenance concerns within the District's office facilities, resolving issues while maintaining professionalism.
  6. Ensures optimal inventory levels and collaborates with construction teams to provide necessary materials and supplies. Works with staff to address conflicts or issues as they arise.
  7. Conducts assessments and site visits at Padre Dam properties to recommend projects, maintenance activities, service requests, and improvements.
  8. Facilitates team meetings to communicate effectively and promote collaborative discussions. Provides technical guidance and assists teams with maintenance tasks.
  9. Develops and manages service contracts. Processes purchase orders, assists with accounting for invoices and receipts, and oversees contract renewals and material procurement.
  10. Assists in the evaluation, preparation, and monitoring of departmental budgets.
  11. Creates and implements training programs for staff to comply with applicable local and federal regulations.
  12. Responds to both emergency and non-emergency situations as needed, including after-hours and weekends.
  13. Supervises external contractors, including defining work scope, managing contracts, preparing project timelines, and establishing performance standards and goals.
  14. Ensures adherence to safe work practices and methods among staff.
  15. Maintains and updates various records, logs, and reports, evaluating processes to ensure efficient and effective operations.
  16. Develops both short-term and long-term objectives for facility maintenance and warehouse operations.
  17. Fills in for Warehouse or Facilities Maintenance staff during shortages to ensure uninterrupted operations.
  18. Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND EXPERIENCE REQUIRED

Knowledge of:
  1. Principles and practices of supervision.
  2. Safety regulations and methods relevant to the role.
  3. Basic repair techniques for carpentry, plumbing, electrical work, and masonry.
  4. Tools and practices used in the maintenance of water distribution systems.
  5. Warehouse operations, inventory management, and procurement processes.

Skills/Abilities:

EDUCATION AND EXPERIENCE

  1. High School Diploma or G.E.D. with five years of experience in facility maintenance, building maintenance, warehouse management, or inventory management, including two years in a supervisory role; or an equivalent combination of education and experience that meets the essential duties of the position.

LICENSING REQUIREMENTS:
  1. Valid Class C California Driver's License.
  2. State of California SWRCB Water Distribution Operator Certificate, Grade 1 (D1), required within the first year of employment.
  3. State of California SWRCB Water Distribution Operator Certificate, Grade 2 (D2), required within the second year of employment.
  4. Forklift Operator Certification (to be obtained within six months of hire).
  5. Qualified Applicator Certificate from the State of California is desirable.
