Position Overview:
As a Lead Acquisition Strategist at OCT Consulting, you will play a pivotal role in enhancing the procurement processes within the CISA Cybersecurity Division (CSD). CSD is dedicated to fortifying the nation's cyber ecosystem, ensuring the security and resilience of critical services.

Key Responsibilities:
1. Act as a principal advisor and acquisition expert, guiding a diverse team of over 10 professionals.
2. Develop and implement comprehensive contract strategies tailored for the CSD.
3. Identify and capitalize on strategic procurement opportunities.
4. Manage the entire acquisition lifecycle for government contracts, from initial planning to contract award and administration.
5. Conduct thorough market research to pinpoint potential vendors, evaluate their capabilities, and devise optimal procurement strategies.
6. Oversee the creation of solicitation documents, ensuring adherence to procurement regulations and guidelines.
7. Assess vendor proposals and negotiate contract terms to secure the best value for the government while ensuring transparency and fairness.
8. Supervise contract administration, including vendor performance monitoring and dispute resolution.

Qualifications:
- Minimum of ten (10) years of experience in project management on a full-time basis.
- At least ten (10) years of expertise in full lifecycle procurement and acquisition, along with strong communication and stakeholder management skills in a federal government context.
- A Master's degree in a relevant field.
- Proficient in Microsoft Office 365, including PowerPoint, Visio, Project, OneNote, SharePoint, and Power BI.
- Excellent verbal and written communication skills.
- Must be a U.S. Citizen and possess a current DoD Top Secret Clearance.
