Senior Acquisition Specialist

Key Responsibilities

We are seeking a Senior Acquisition Specialist to assist the CISA Cybersecurity Division (CSD). The CSD is at the forefront of enhancing the security, resilience, and workforce capabilities of the cyber ecosystem to safeguard essential services. The Senior Acquisition Specialist will play a pivotal role in the procurement and acquisition processes, formulating high-level contract strategies and overseeing implementation for support services to CSD. This position is contingent upon contract award.

Role Responsibilities:

  • Act as a team leader and acquisition authority for a large team of over 10 individuals;
  • Serve as a senior acquisition advisor for the government client;
  • Develop comprehensive contract strategies for the CSD;
  • Identify and facilitate the execution of strategic contract opportunities;
  • Lead and manage the entire acquisition lifecycle for government contracts, from initial planning and requirements gathering to contract award and administration;
  • Conduct thorough market research and analysis to pinpoint potential vendors, evaluate their capabilities, and determine optimal procurement strategies to fulfill government requirements;
  • Oversee the creation of solicitation documents, including requests for proposals (RFPs), requests for quotes (RFQs), and invitations for bids (IFBs), ensuring adherence to procurement regulations and guidelines;
  • Assess vendor proposals and negotiate contract terms and pricing to secure the best value for the government while ensuring fairness and transparency throughout the procurement process;
  • Supervise contract administration tasks, including monitoring vendor performance, resolving contract disputes, and ensuring compliance with contract stipulations.

Qualifications:

  • A minimum of ten (10) years of demonstrated experience managing projects on a full-time basis;
  • At least 10 years of experience in full life cycle procurement and acquisition, communication, stakeholder management, and senior executive support within a federal government context;
  • A Master’s degree in a relevant field;
  • Proven expert-level proficiency in Microsoft Office 365 (including PowerPoint, Visio, Project, OneNote, SharePoint, Power BI);
  • Exceptional verbal and written communication skills;
  • Must be a U.S. Citizen;
  • Must possess a current DoD Top Secret Clearance.

Compensation and Benefits

Salary Range: $145,000-200,000, commensurate with experience and education.
