Position Overview

COMPENSATION AND BENEFITS

Role Objective:
This position is responsible for providing both technical and managerial guidance to teams within the Pennsylvania Business Unit, ensuring the effective development and execution of the "Capital Investment Program" aligned with the company's capital strategy success criteria, which encompasses operational performance, budget adherence, scheduling, regulatory compliance, and rate filings. The role necessitates close collaboration with operations management and support teams to lead and coordinate project activities while fostering consistent and efficient practices throughout the business unit.

Additionally, this role involves working in tandem with corporate management (Engineering/Capital Delivery, Asset Management, Planning, Energy, etc.) to guarantee compliance with corporate standards, strategies, and best practices.


Key Responsibilities:
1. Supervise direct reports and provide guidance to indirect reports involved in the delivery of capital projects for the business unit.

2. Collaborate with engineering, operations, and management to formulate annual and medium-term capital plans that fulfill operational and business requirements while aligning with the company's financial objectives.

3. Ensure the successful execution of the capital investment program, focusing on budget, schedule, performance, and other key objectives.

4. Enhance project delivery efficiency through standardization, monitoring of delivery metrics, and the application of alternative procurement and delivery methods as necessary.

5. Prepare monthly reports for local and corporate management detailing the status of capital projects and any issues impacting project performance. Oversee budget management, forecasts, and plan modifications in accordance with corporate guidelines.
6. Direct preliminary engineering efforts and coordinate studies, pilot testing programs, budget development, project reviews, and funding approvals.
7. Select and manage engineering and consulting firms for projects as required.

8. Oversee the creation of technical, bidding, and contractual documents in line with corporate engineering standards, including the negotiation of unit agreements in collaboration with supply chain management.

9. Lead and manage subcontractors, ensuring project delivery aligns with established timelines and budgets.

10. Support the oversight of field and contract personnel to guarantee timely completion of tasks, adherence to budget, and compliance with standards.

11. Provide technical expertise on engineering and operational matters for the business unit.

12. Collaborate with the Corporate Planning group to develop and maintain company master plans, ensuring project alignment with these plans.

13. Ensure that corporate Technical and Environmental Health and Safety/Security standards are integrated into design processes.
14. Maintain relationships and engage with external entities and regulators to ensure compliance and meet company objectives.
15. Manage and facilitate environmental and governmental permitting processes.
16. Serve as an expert witness in company filings.
Qualifications

Education/Experience/Background:
- Bachelor's Degree in Environmental or Civil Engineering; a Master's Degree is preferred.

- A minimum of 10 years of experience in managing design and construction projects for water utilities, including source supply, treatment, pumping facilities, storage tanks, and transmission/distribution lines.

- At least 5 years of experience in managing engineering and related professional teams.
- Familiarity with private utility business operations and regulations.

- Proven experience in developing and executing capital plans that align operational and business needs with the defined success criteria of the capital strategy.

- Knowledge of environmental regulatory frameworks and permitting processes, including compliance with drinking water quality standards.

Knowledge/Skills/Abilities:
- Strong leadership, motivational, and change management capabilities.
- Excellent organizational and project management skills, with the ability to prioritize and achieve objectives.
- Effective communication, presentation, and reporting skills, with experience in utilizing alternative project delivery methods.
- Proficient in computer applications (e.g., Google, Oracle PeopleSoft, Power Plan, hydraulic modeling, or other planning/performance monitoring tools).
- Financial analysis skills, including budget management and ongoing project risk assessment.
- Fundamental understanding of operational technologies, including SCADA, GIS, hydraulic network modeling/analysis, and asset management systems.

Required Certification/Licenses/Training:
- Registered Professional Engineer.

Physical Requirements:
- Willingness to travel approximately 10% - 20% of the time.
- Ability to work collaboratively across operations within the business unit and corporate structure.
