Summary

Due to the ongoing circumstances, the start date for selected candidates may be postponed until employees are permitted to return to the workplace. The selected individual may telework to the fullest extent possible until it is determined that regular attendance at the workplace is feasible.

Responsibilities

Serves as a Staff Support Specialist (MSS-1) at an ATC-8 En Route and Oceanic Centers and Terminal facilities. Responsible for tactical, strategic, and administrative support across various program areas including training, quality control, quality assurance, traffic management, airspace and procedures, plans and programs, operational automation, military operations, special and security operations, and safety management systems.

This role requires a thorough understanding of the air traffic control sector and familiarity with the numerous components that make up the National Airspace System. Specialists must be adept at applying this knowledge to analyze, evaluate, and develop innovative methods, studies, and procedures. The Staff Support Specialist must be well-versed in agency-wide programs, facility objectives, and must communicate effectively, tailoring messages to the intended audience. While not mandatory, experience with hardware/software is advantageous. Occasional travel may be necessary.

For the assigned Facility/Duty Location:

  1. Conducts daily operations to maintain and enhance operational materials and resources within designated specialty areas.
  2. Facilitates communication within and between facilities, as well as across various business lines and industries.
  3. Proposes new projects/studies, considering available resources and the achievement of facility objectives.
  4. Utilizes expertise to complete projects/studies and facility reports.
  5. Evaluates the effectiveness of equipment, facilities, and procedures.
  6. Conducts investigations, evaluations, and briefs for facility personnel.
  7. Develops strategies to enhance customer service and the quality of support provided.
  8. Collaborates with other facilities, providing feedback and consulting with fellow Staff Support Specialists regardless of their duty location.
  9. May undertake duties outside of the facility, consistent with grade and experience.

Depending on facility structure, reports to an assigned MSS-2, 3, or 4, who provides administrative guidance for facility assignments within broadly defined missions or functions. The incumbent is responsible for independently planning, designing, and completing work assignments. The results of the work are technically authoritative and are generally accepted without modification. Performance is assessed based on achieved results and effectiveness in assigned program areas.

Qualifications

Candidates must demonstrate specialized experience, defined as:

  1. Holding an FAA 2152 FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks); OR
  2. Being facility rated or area certified for at least 1 year (52 weeks) at an ATS facility; OR
  3. Holding a MSS position for at least 1 year (52 weeks) in an ATS facility.

IN ADDITION to meeting the qualification requirements above, applicants must currently hold or have held the position of CPC, TMC/TMS, for at least 1 year (52 weeks) or a FAA 2152 FV-J/FG-14 or higher in a Headquarters or Region position for at least 1 year (52 weeks).

Additional information

This vacancy may be used to fill other similar positions. The position may be subject to a background investigation. A one-year probationary period may be required. The selected individual may need to file a financial disclosure statement within 30 days of starting the role. FAA policy restricts certain outside employment and financial investments in aviation-related companies.

Early Retirement Coverage: This position is not eligible for good time/early retirement purposes.

Interviews: If the Agency decides to interview any qualified employee on the selection list, then all qualified individuals on the list must be interviewed.

Security Requirements: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5-year reinvestigation period.
