Position Overview
As a Senior Foreign Military Sales Advisor at the Department of Defense, your responsibilities will encompass a variety of critical tasks:

Policy Development: Act as the principal FMS command and technical policy expert, responsible for the formulation, coordination, and oversight of Security Assistance policy initiatives in alignment with established regulations and legislative frameworks.

Liaison Activities: Build and sustain relationships with key stakeholders within the Security Assistance community, including personnel from the Office of the Secretary of Defense (OSD), Defense Security Cooperation Agency (DSCA), Combatant Commands (COCOMs), Military Departments (MILDEPs), foreign governments, and industry partners.

Technical Guidance: Provide high-level technical counsel on specific Security Assistance transactions, ensuring effective collaboration among involved parties to address policy and procedural challenges, thereby ensuring timely fulfillment of U.S. government commitments under the FMS program.

Directive Implementation: Develop and execute Foreign Military Sales (FMS) directives, guidance, and procedures; offer technical advice and support to Missile Defense Agency (MDA) personnel; and guide FMS action officers on complex and contentious matters.

Policy Monitoring: Oversee all relevant policies, procedures, regulations, and laws related to Security Assistance.

Telework Eligibility: This position is eligible for telework and is classified as a Security Cooperation Workforce position, requiring Advanced certification within 60 months of employment.

Qualifications:
To qualify at the NH-04 level, candidates must possess one year of specialized experience equivalent to the NH-03/GS-13 grade level in Federal service, including:
- Proficiency in interpreting the Defense Security Assistance Management Manual to develop and implement security assistance policies, directives, and procedures, with the ability to conduct studies on complex program issues and initiate corrective actions.
- In-depth knowledge of Foreign Military Sales requirements, enabling thorough analysis of legislation and DoD regulations to effectively translate and implement directives at the organizational level.
- Experience with logistics processes to support foreign military customer requirements from requisition through to sustainment.
