Position Overview

The City of New York's Department of Environmental Protection (DEP) is dedicated to safeguarding public health and the environment through the provision of clean drinking water, effective wastewater management, and the mitigation of pollution. As the largest municipal water and wastewater utility in the United States, DEP employs nearly 6,000 individuals and is responsible for delivering over 1.1 billion gallons of high-quality drinking water daily to millions of residents.

Department Responsibilities

The Bureau of Wastewater Treatment (BWT) oversees the operation and maintenance of all sewage treatment facilities across the city. This includes a network of 14 wastewater treatment plants, sludge dewatering facilities, and various pumping stations and laboratories.

Key Responsibilities

The City Research Scientist/Associate Public Health Sanitarian (APHS) will play a pivotal role in leading and supporting EHS initiatives within Operations to ensure compliance with environmental health and safety standards. The responsibilities include:

  1. Providing coaching and mentorship to assigned Field Environmental Health Specialists (FEHS) to maintain compliance with EHS regulations.
  2. Collaborating with the Division of EHS Performance Improvement Support to enhance EHS programs through proactive risk management and performance initiatives.
  3. Leading the development and review of EHS Performance Reports for assigned facilities, ensuring alignment with industry best practices.
  4. Participating in incident investigations and supporting agency initiatives related to EHS policy and compliance assessments.
  5. Utilizing enterprise-wide systems for effective management of EHS programs and audit findings.
  6. Representing the Division during inspections by regulatory bodies and ensuring compliance with applicable standards.
  7. Coordinating with federal, state, and agency representatives to align BWT's compliance strategies.
  8. Assisting in the delivery of relevant EHS training for operational staff.
  9. Collaborating with legal affairs to address high-risk findings and ensure resolution.
  10. Providing oversight and communication on EHS aspects of construction activities throughout project lifecycles.
  11. Acting as the BWT EHS Division Chief when necessary.
  12. Offering technical support during emergencies, ensuring 24/7 availability.

Qualifications

To qualify for this position, candidates must possess:

  • A master's degree in a relevant field of physical, biological, or environmental science or public health for Assignment Level I.
  • For Assignment Level II and above, a doctorate in a relevant field and one year of supervisory experience, or a master's degree with three years of research experience in the appropriate field.
  • Equivalent education and experience may also be considered.
