About the Bureau

The Bureau of Environmental Planning and Analysis (BEPA) is instrumental in guiding policy and planning initiatives that align with DEP's Strategic Plan and Capital Program. This bureau engages with various levels of government to address critical issues such as stormwater management, water conservation, and air quality, while also overseeing the design and maintenance of Green Infrastructure throughout the city.

Role Summary

BEPA is seeking an Environmental Health and Safety (EHS) Specialist to lead the bureau's EHS initiatives, ensuring compliance with relevant safety regulations and internal policies.

Key Responsibilities

  • Develop and manage a comprehensive Employee Safety and Health Program across the bureau.
  • Create and implement policies and procedures that cultivate a robust EHS culture.
  • Address and investigate employee safety concerns promptly.
  • Conduct safety audits, accident investigations, and job hazard assessments.
  • Prepare and review reports, providing actionable recommendations for improvement.
  • Offer technical support to bureau staff to enhance workplace safety and health.
  • Interpret and apply OSHA/PESH regulations and other relevant EHS guidelines.
  • Serve as the Site Safety Officer for special projects.
  • Establish training programs focused on safety and health protocols.
  • Coordinate and track professional development and EHS training for employees.
  • Compile and analyze bureau metrics, ensuring accurate data entry into relevant IT systems.
  • Review contractor safety documentation and conduct field assessments to ensure compliance with safety standards.

Qualifications

Candidates must possess a baccalaureate degree from an accredited institution, including at least 30 semester credits in physical or biological sciences, along with two years of relevant experience in compliance inspections. Alternatively, an associate degree with appropriate credits and four years of experience is acceptable. All candidates must meet specific educational and experiential criteria to ensure compliance with public health regulations.
