Position Summary: The Vice President of Information Technology is tasked with leading and managing the strategic initiatives of the IT and Security divisions at Oklahoma AgCredit. This role encompasses the establishment and enforcement of IT and Security objectives, policies, and procedures; assessing the technological requirements and staffing needs of the department; and overseeing the cybersecurity strategy and its implementation.

Key Responsibilities:

IT Leadership:

  • Recruit, develop, mentor, and oversee the IT support team.
  • Set performance benchmarks and evaluate team performance against these standards.
  • Provide timely feedback and recognition for employee contributions.
  • Stay informed about technological advancements to enhance the Association's operations.
  • Ensure compliance with IT regulations and assess their implications for the organization.
  • Act as the control owner for Internal Controls over Financial Reporting (ICFR) related to IT and security.

Strategic Leadership:

  • Engage in Board of Director meetings.
  • Assist in the formulation of the Association's annual business strategy.

Budget Management:

  • Prepare the annual IT budget, considering special projects and necessary technologies, and present it to the COO/CFO.
  • Justify purchases as required.
  • Monitor budgetary expenditures throughout the fiscal year.

Service Provider Management:

  • Establish and nurture relationships with external service providers.
  • Offer technical insights regarding system and application performance to external partners.
  • Evaluate and recommend vendors based on cost-effectiveness, technological compatibility, and alignment with organizational objectives.
  • Negotiate service agreements and coordinate vendor efforts.

Data Security and Confidentiality:

  • Safeguard the confidentiality, security, and integrity of the Association's and clients' data.
  • Lead a robust security and privacy program, providing strategic oversight across all security dimensions.
  • Monitor and enforce security policies, standards, and procedures, including risk management and incident response.
  • Drive comprehensive training programs to ensure organizational readiness against emerging threats.

Program Management:

  • Identify IT-related projects and guide team members in their execution.
  • Provide vision and leadership for the development and implementation of IT initiatives.
  • Formulate and enforce technology policies and procedures.

End User Support:

  • Deliver exceptional customer service and technical support for staff on various applications and equipment.
  • Diagnose and resolve technical issues.
  • Oversee routine hardware and software maintenance.

Hardware and Software Management:

  • Supervise the development and support of all hardware and software.
  • Authorize the deployment of new technologies.
  • Assess hardware and software procurement needs.

Minimum Qualifications:

  • Bachelor's degree in IT, Computer Science, Business Administration, or a related field; advanced degree preferred.
  • 7-10 years of experience in security, technology, and infrastructure, with a proven ability to create secure technology environments.
  • Supervisory experience is essential for this role.
  • 3+ years of supervisory experience is preferred.
  • Relevant certifications such as CISM, CRISC, or CISA are preferred.

Knowledge and Skills Required:

  • Exceptional leadership and organizational skills with strong communication and interpersonal abilities.
  • Expertise in IT Service Management Frameworks, particularly ITIL.
  • Strong strategic planning, financial management, and budgeting capabilities.
  • In-depth knowledge of security controls, network security, cloud security, and application security.
  • Familiarity with networking, virtualization, storage systems, and server hardware.
  • Ability to provide end-user support and technical training.
  • Effective oral and written communication skills to convey complex topics to diverse audiences.
  • Capability to conceptualize long-term business objectives and develop structured processes to achieve them.
