Position Overview: The Vice President of Information Technology is tasked with steering and overseeing the strategic initiatives of the Information Technology and Security divisions at Oklahoma AgCredit. This includes the establishment and management of IT and Security objectives, policies, and procedures; assessing the technological requirements and staffing needs of the department; and supervising the cybersecurity program and its administration.

Key Responsibilities:
IT Leadership
  • Recruit, develop, mentor, and manage the IT support team.
  • Set performance benchmarks and evaluate staff against these standards.
  • Provide timely feedback and recognition for employee performance.
  • Monitor advancements in technology to identify opportunities for improvement.
  • Stay informed on IT regulations and their implications for the organization.
  • Act as the control owner for Internal Controls over Financial Reporting (ICFR) related to IT and security.
Strategic Leadership
  • Participate in Board of Director meetings.
  • Contribute to the development of the Association's annual business strategy.
Budget Oversight
  • Formulate the annual IT budget, considering special projects and necessary technologies, and present it to the COO/CFO.
  • Justify expenditures as required.
  • Track budget performance and expenses throughout the fiscal year.
Vendor Management
  • Establish and nurture relationships with external service providers.
  • Provide technical insights on system, application, and process performance to external partners.
  • Assess and recommend vendors based on cost-effectiveness, technological compatibility, and organizational objectives.
  • Negotiate service agreements and coordinate vendor efforts.
Data Security and Confidentiality
  • Safeguard the confidentiality, security, and integrity of the Association's and clients' data.
  • Lead the development of a robust security and privacy program, offering strategic guidance across all security-related areas.
  • Oversee the enforcement of security policies, standards, and procedures, including access control, risk management, incident response, business continuity, and disaster recovery.
  • Drive comprehensive training programs and preparedness plans to ensure organizational readiness against emerging threats.
Project Management
  • Identify IT-related projects for the Association and guide team members in their execution.
  • Provide vision and leadership for the development and implementation of IT initiatives.
  • Formulate, propose, and enforce technology policies and procedures.
User Support
  • Deliver and lead customer service and technical support for staff on various applications, software, and equipment.
  • Diagnose and resolve technical issues.
  • Oversee general and preventive maintenance of hardware and software.
Hardware and Software Oversight
  • Monitor, maintain, and guide the development and support of all hardware and software.
  • Authorize the deployment of hardware and software solutions.
  • Determine hardware and software procurement needs.
Qualifications:
  • Bachelor's degree in IT, Computer Science, Business Administration, or a related field; advanced degree preferred, or equivalent experience.
  • 7-10 years of experience in security, technology, and infrastructure, with a proven ability to create secure technology environments.
  • Supervisory experience is essential for this role.
  • 3+ years of supervisory experience preferred.
  • Relevant certifications such as CISM, CRISC, CISA are advantageous.
Required Knowledge and Skills:
  • Exceptional leadership, organizational, communication, and interpersonal skills.
  • Expertise in IT Service Management Frameworks and Practices, particularly ITIL.
  • Strong financial management and budgeting skills.
  • In-depth technical knowledge of security controls, network security, cloud security, and application security.
  • Familiarity with networking and virtualization technologies.
  • General understanding of storage systems, backup solutions, server hardware, and software licensing agreements.
  • Ability to provide end-user support and technical training.
  • Effective oral and written communication skills to convey complex topics to diverse audiences.
  • Capability to conceptualize long-term business objectives and develop structured processes to achieve them.
