As a pivotal member of our organization, the Chief Audit Executive will lead the internal audit function, ensuring compliance and operational efficiency across all departments.

KEY RESPONSIBILITIES
  • Formulate and execute a detailed annual audit strategy for NJ TRANSIT, focusing on risk assessment and exposure analysis across critical sectors such as Capital Programs, Procurement, and Finance.
  • Act as the representative for Internal Audit in high-level executive meetings with external agencies and senior management.
  • Provide quarterly updates to the Board of Directors Audit Committee regarding audit progress and address any inquiries or concerns from committee members.
  • Participate in Board of Directors Meetings, review agenda items, and inform business units of potential audit-related issues.
  • Establish auditing policies and oversee technical and administrative functions by defining audit scopes, objectives, and associated risks.
  • Authorize the dissemination of audit findings, including actionable recommendations for resource optimization and adherence to federal and state regulations.
  • Evaluate the effectiveness of corrective actions taken by management in response to identified deficiencies.
  • Collaborate with external agencies to ensure timely responses to audit-related inquiries from federal or state entities.
  • Supervise audits of capital projects, procurement processes, and contractor agreements to ensure compliance and operational efficiency.
  • Conduct specialized operational and financial assessments as requested by the Board of Directors or senior executives.
  • Manage ongoing audits of electronic data processing functions to ensure proper utilization and user satisfaction.
  • Engage professional services for audits, risk assessments, and independent oversight as mandated by law or executive directives.
  • Investigate instances of fraud, waste, and abuse within the agency and refer cases for further action.
QUALIFICATIONS & SKILLS REQUIRED:

A Bachelor’s Degree in Business Administration, Accounting, or a related field, coupled with ten (10) years of audit and management experience, including seven (7) years in a supervisory capacity. Professional certifications such as CPA or CIA, or a relevant postgraduate degree are preferred.
