Position Overview

The Department of Social Services (DSS) encompasses the administrative divisions of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is committed to combating poverty and income disparity by offering essential benefits to New Yorkers in need, including Food Assistance and Emergency Rental Assistance. DHS focuses on preventing and addressing homelessness in New York City through innovative strategies aimed at helping families and individuals exit shelters and regain self-sufficiency swiftly.

The New York City Human Resources Administration (HRA)/General Support Services (GSS), Bureau of Space and Design Unit is on the lookout for a Mechanical Engineer II, who possesses the ability to manage multiple tasks simultaneously, work independently with meticulous attention to detail, and demonstrate self-motivation, proactivity, and flexibility. The ideal candidate will have a strong problem-solving mindset, good mechanical aptitude, and excellent verbal and written communication skills, with the capability to meet project deadlines in a fast-paced, evolving environment.

Key Responsibilities

As a Mechanical Engineer II, functioning as a Senior Mechanical Engineer, you will:

  • Act as a consultant on significant engineering issues.
  • Conduct or oversee extensive research on complex and critical engineering projects.
  • Prepare original proposals and comprehensive reports of a complex nature.
  • Lead teams on projects characterized by high technical complexity or with potential impacts on Agency engineering operations and infrastructure.
  • Design and draft plans and specifications for new construction, alterations, or repairs of building mechanical systems, including heating, ventilation, air conditioning, plumbing, and fire protection systems.
  • Perform mechanical computations and analyses, such as cooling and heating loads, energy analysis, cost comparisons, equipment sizing and selection, and hydraulic calculations.
  • Ensure projects are designed with optimal resource efficiency and sustainable building practices.
  • Conduct field investigations for Mechanical/HVAC/Plumbing/Fire Protection issues at facilities and provide thorough engineering reports with actionable recommendations.
  • Review designs, calculations, and specifications from consultants and provide comprehensive evaluations with suggested actions.
  • Collaborate closely with agency staff, consultants, governmental representatives, landlords, and contractors to ensure project objectives are met.
  • Participate in construction administration activities, including site visits, construction meetings, and responding to Requests for Information (RFIs).
  • Review shop drawings submitted by contractors and provide recommendations on pending change orders.
  • Participate in substantial completion inspections and prepare detailed punch lists of items requiring correction by contractors.
  • Interpret relevant Building Codes for non-technical staff.
  • Sign and seal engineering and other official documents.
  • File projects with relevant authorities.
  • Oversee the development of the unit's quality standards and procedures.

Qualifications

To qualify for this position, candidates must possess:

  • Four (4) years of full-time, satisfactory experience in mechanical engineering work.
  • A valid New York State Professional Engineer License, which must be maintained throughout employment.
  • A master’s degree in mechanical engineering from an accredited institution may substitute for one year of required experience.

Special Note

To be eligible for placement in Assignment Levels II and III, candidates must have at least one year of experience within the last three years as a major contributor or project leader on a complex project requiring specific expertise in the disciplines necessary for design or construction.
