  • Develop and administer human resource programs to attract, develop, and retain excellent employees, and policies and practices that align our organization's behavior with its values.
  • Develop and administer the County's benefits programs and Compensation Plan, oversee employee relations, and organizational development efforts, including training programs, performance measurement, quality improvement, and development of strategic initiatives.
  • Communicate information to County employees and the public as appropriate, providing accurate information and recommendations to leadership on a wide range of human resource-related topics.
  • Supervise assigned staff, including selection, performance management, employee relations, training, prioritizing, and assigning work, and develop and manage the department budget.
  • Interpret all County personnel policies and procedures, including the County Compensation Plan, recruitment and employment programs, grievance procedures, EEO and diversity initiatives, performance management programs, etc.
  • Perform other duties as assigned.

  • Any combination of education and experience equivalent to a Bachelor's Degree in human resources, business, public administration, or a related field; Master's degree preferred; certification as a Human Resource professional through an approved agency preferred; and considerable experience in human resource management, preferably in the public sector, which shall have included supervisory experience.
  • Must possess reliable transportation to work site(s).
  • Extensive knowledge of human resource information systems, trends, best practices, development issues, and theories of human resource management.
  • Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; principles and processes for providing customer service, including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in use of computer software, especially Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing; lead teams; facilitate groups; maintain effective working relationships with employees, department directors, County officials, representatives from the private sector or other localities, and the public.
