Key Responsibilities

Act as the primary office administrator for the State Director's office, ensuring that the administrative practices and procedures utilized by secretaries in subordinate offices align with those established by the Director. Proactively develop, implement, and propose modifications to administrative protocols and methodologies. Adjust office procedures and practices to be adopted by secretaries in subordinate offices across the organization, and reassign clerical personnel in subordinate offices to manage varying workloads effectively. Organize and facilitate regular training sessions for all secretaries and/or administrative support staff in subordinate offices, covering all aspects of secretarial duties such as correspondence, telephone etiquette, publications, directives, reports, and public relations.

Monitor organizational activities to serve as a reliable source of factual information and insights. Compose general correspondence succinctly for supervisor review and/or approval. Manage travel arrangements, credit card transactions, procurement, and other office necessities for the State Director and Associate State Director. Schedule and coordinate meetings, including agenda preparation, venue selection, and notifications to participants.

U.S. Citizenship is required. Background investigation and drug screening may be necessary. Compliance with Selective Service Registration Act is required for males. Submission of a resume and supporting documents is mandatory. Active real estate licenses or interests in firms with stakes in Federal Lands are prohibited. New employees or supervisors in the Federal government must complete a one-year probationary period. Participation in the Direct Deposit Electronics Funds Transfer Program is required. A valid state driver's license must be obtained and maintained. Occasional overnight travel away from home may be required, up to 5 nights per month, necessitating a government charge card for travel purposes.

Qualifications

To qualify, candidates must meet the specialized experience requirements outlined below. Your resume must clearly detail your relevant experience.

Minimum Qualifications: To be considered minimally qualified for this position, candidates must demonstrate the required specialized experience and/or education for the respective grade level:

Specialized Experience: Applicants must possess one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (gained in either the private or public sectors) performing the following: (1) ensuring adherence to the supervisor's daily agenda based on commitments and/or workload; (2) coordinating and participating in meetings/conferences, including agenda preparation and/or note-taking; (3) reviewing and/or maintaining correspondence for proper format, grammar, and distribution; (4) preparing and/or conducting training on secretarial tasks such as telephone procedures, publications, reports, and public relations.

Volunteer Experience: Experience includes both paid and unpaid work, including volunteer roles through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work contributes to essential competencies, knowledge, and skills, providing valuable training and experience that translates directly to paid employment. Credit will be given for all qualifying experience, including volunteer work.

Candidates must include months, years, and hours per week worked to receive credit for work and/or volunteer experience. One year of specialized experience equates to 12 months at 40 hours per week. Part-time hours are prorated. No credit will be given for experience that does not specify exact hours per week or is listed as "varies."

No substitution of education for experience is permitted at the grade level of this announcement.
