Job Overview:
The City of Pasadena's Public Works Department is in search of a skilled Engineer to oversee the planning, design, and execution of civil engineering initiatives. This role involves managing capital improvement projects while ensuring compliance with established plans, specifications, timelines, and budgetary constraints. The projects will encompass a variety of municipal undertakings, including streetscapes, sanitary systems, storm drainage, sidewalks, ADA enhancements, stormwater management, and transportation-related developments.

Ideal Candidate Profile:
The preferred candidate will possess extensive technical knowledge in civil engineering, particularly in project and construction management within the public sector. They should have a proven track record of managing a diverse array of multi-disciplinary projects in a municipal context. Key attributes include a strong work ethic, exceptional communication and writing capabilities, adept negotiation and decision-making skills, and the ability to manage multiple tasks and resolve issues effectively. Please note that this position requires in-person attendance and is not eligible for remote work.

Key Responsibilities:
  • Act as project manager and oversee the design, construction, and repair of municipal infrastructure.
  • Develop and assess plans and specifications, prepare projects for bidding, and utilize available resources to ensure timely and compliant project execution.
  • Prepare Request for Proposals (RFP) and assist in selecting architects, engineers, and consultants; negotiate contracts with service providers.
  • Supervise and evaluate the work of administrative, technical, and professional staff, providing technical guidance as needed.
  • Review and recommend actions regarding contract change orders.
  • Develop project scopes and cost estimates for capital improvement initiatives, negotiating contracts for comprehensive project delivery.
  • Prepare regular reports on contract progress, tracking expenditures and schedules.
  • Report to and act in the absence of the Principal Engineer.

Education and Experience:
  • Bachelor's degree in engineering.
  • At least three years of professional experience in engineering design, field surveying, inspection, construction management, or plan checking.
  • Valid California Certificate of Registration as a Professional Engineer.

Desired Qualifications:
  • Five or more years of experience in designing and constructing municipal facilities.
  • Experience in stormwater and transportation projects is highly desirable.

Selection Process:
The selection process will involve evaluating applications, conducting an oral panel interview, and a department-level interview.

Special Requirements:
Must possess a valid Certificate of Registration as a Professional Engineer issued by the State of California. A valid Class C California driver's license and a satisfactory driving record are also required.
