Position Overview:
The City of Pasadena's Public Works Department is on the lookout for a seasoned Engineer to oversee the design and execution of civil engineering initiatives. This role encompasses the strategic planning, design, and execution of capital improvement projects, ensuring compliance with established plans, specifications, timelines, and budgetary constraints. Key projects include the development of streetscapes, sanitary systems, storm drains, sidewalks, ADA enhancements, stormwater management, and transportation-related initiatives.

Ideal Candidate Profile:
The preferred candidate will possess technical expertise in project and construction management, particularly within the public sector. They should have a proven track record of managing a diverse array of multi-disciplinary projects within a municipal government framework. Essential qualities include a robust work ethic, exceptional communication and writing skills, adept negotiation and decision-making abilities, as well as proficiency in multitasking and problem-solving. This position mandates in-person attendance and does not permit telecommuting.

Core Responsibilities:
  • Act as project manager and/or supervise the design, construction, reconstruction, and maintenance of municipal infrastructure.
  • Develop and evaluate plans and specifications, prepare projects for bidding, and utilize available resources to ensure timely and compliant design and construction work.
  • Prepare Request for Proposals (RFP) packages and engage in the selection process for architects, engineers, and consultants; negotiate contracts with service providers.
  • Oversee, assess, schedule, and delegate tasks to administrative, technical, and/or professional staff while providing technical guidance and review.
  • Review and recommend actions regarding contract change orders.
  • Develop project scopes and cost estimates for capital improvement projects, negotiating and implementing contracts for comprehensive project delivery.
  • Prepare periodic progress reports on contracts, tracking project expenditures and timelines.
  • Report to and act in the absence of the Principal Engineer.

Desired Qualifications:
  • Five or more years of experience in the design and construction of municipal facilities.
  • Experience in stormwater and transportation projects is highly desirable.
Selection Process:
The selection process will involve application evaluation, an oral panel interview, and a department-level interview.

Vacancy Information:
There is currently one full-time vacancy in the Civil Design Section of the Engineering Division within the Public Works Department. The resulting eligibility list from this recruitment may be utilized to fill this vacancy and similar future vacancies. Candidates selected for this position will be subject to a one-year probationary work period.

Special Requirements:
Must possess a valid Certificate of Registration as a Professional Engineer issued by the State of California. Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
